Opportunity Overview

The Western Cape Department of Local Government is seeking a dedicated individual for the role of Deputy Director: Thusong Centre Management (Region A). This position involves the strategic and operational oversight of Thusong Service Centres and their mobile outreach programmes across the Western Cape.

This is an opportunity to contribute significantly to community development and service delivery initiatives within the local government framework. The role focuses on ensuring the effective functioning and continuous improvement of these vital community resources.

Minimum Requirements

  • An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification).
  • A minimum of 3 years of middle management experience.
  • Working knowledge and understanding of Community Development and the functioning of communities in the Western Cape.
  • Familiarity with monitoring and reporting procedures, municipal finances (MFMA), and relevant legislation, regulatory frameworks, policies, and best practices.
  • Understanding of project management, operational management practices, procurement and tendering processes, and policy development.
  • Proficiency in modern systems of governance and administration, public service procedures, and public finance management (PFMA).
  • Skills in numeracy, literacy, computer literacy, and effective communication (written and verbal).
  • Demonstrated abilities in project management, accounting/finance/audit, general management, analytical thinking, conflict management, interpersonal relations, organising and planning, strategic planning, and problem-solving.
  • Ability to facilitate group activities.

Key Responsibilities

  • Implement and strategically manage Thusong Service Centres.
  • Oversee the operational implementation and strategic management of Thusong Mobiles (Outreach).
  • Manage the monitoring, evaluation, and reporting processes for the Thusong programme.
  • Plan and manage the work of, and account for the overall performance of the Sub-directorate.
  • Execute people management duties.
  • Undertake financial management responsibilities.
