The Western Cape Department of Cultural Affairs and Sport is offering an opportunity for a Deputy Director to manage the Office of the HOD. This role involves providing critical operational, administrative, and liaison support to the Head of Department within a provincial government setting.

Minimum Requirements

  • An appropriate 3-year National Diploma or B-Degree (equivalent or higher qualification).
  • A minimum of 3 years of middle management experience.
  • Working knowledge of:
  • Legislation, regulatory frameworks, policies, and best practices relevant to the line functions.
  • Information systems that assist in managing knowledge and information.
  • Project management principles.
  • Operational management practices.
  • Procurement and tendering processes.
  • Policy development, operational management, monitoring, and review processes.
  • Modern systems of governance and administration.
  • Public service procedures, processes, and systems.
  • Regional and local political, economic, and social affairs impacting the provincial government.
  • Constitutional, legal, and institutional arrangements governing the South African public sector.
  • Public finance, human resources, and discourse management processes.
  • Public Finance Management Act, National and Provincial Treasury Regulations, and other financial policies.
  • Functioning of the province and activities of sister departments/related functional areas.
  • Policies of the government of the day.
  • Labour Relations legislation and regulations.
  • Performance management.
  • Skills needed:
  • Numeracy
  • Computer Literacy
  • Written and verbal communication
  • Project Management
  • Accounting/Finance/Audit

Key Responsibilities

  • Ensure the provision of secretariat and operational support services.
  • Provide administrative and general office management support.
  • Support the HOD in data collection and the execution of research.
  • Ensure liaison services by administering parliamentary questions and enquiries.
  • Perform People Management duties.
  • Execute Financial Management tasks.
