Opportunity Overview

The National Credit Regulator (NCR) was established under the National Credit Act 34 of 2005 to regulate the South African credit industry. Its mandate includes education, research, policy development, registration of industry participants such as credit providers, credit bureaux, and debt counsellors, as well as investigating complaints and enforcing the Act.

The NCR is tasked with promoting an accessible credit market, specifically addressing the needs of historically disadvantaged persons, low-income individuals, and communities in remote or low-density areas. This role offers an opportunity to contribute to the Human Resources function within this regulatory body.

Minimum Requirements

  • A relevant three-year degree, National Diploma, or an equivalent qualification.
  • Eight (8) years of experience within the Human Resources (HR) function.
  • Five (5) years of experience in SAGE payroll processing (mandatory).
  • Three (3) years of experience at a supervisory level.
  • Knowledge of:
  • SAGE Payroll and ESS
  • Relevant labour legislation (e.g., BCEA, LRA, COIDA)
  • WSP/ATR
  • Full HR Value chain (end-to-end processes)
  • MS Office proficiency

Key Responsibilities

  • Partner with the Human Resources Manager and EXCO to deliver the HR value proposition within the NCR.
  • Assist the HR Manager with implementing the HR business plan and policies.
  • Oversee and take ownership of the operational activities of the HR department.
  • Ensure that the full payroll function is administered, processed, and managed effectively.
  • Assist the HR Manager in implementing strategic objectives through business planning.
  • Support the HR Manager in running end-to-end HR processes, including Employee Wellness, People Management, Change Management, Compensation and Benefits, Job Design and Job Evaluation, Recruitment, and Training and Development.
  • Coach and mentor HR staff members.
  • Support the HR Manager in detecting, preventing, mitigating, and managing HR risks.
  • Provide support for the Business Continuity Plan (BCP).
  • Review and update the departmental risk register.
  • Develop, review, and monitor HR-related policies as required.
  • Implement recommendations from internal and external audits.
  • Submit all legislative and other reports as per the HR business plan and requests from the Risk and Audit Unit, including drafting departmental and compliance reports.
  • Assist the HR Manager with managing the HR Budget.
  • Manage the procurement of HR-related services and contracts for appointed service suppliers.
  • Facilitate internal and external HR Audits.
  • Support the Senior Labour Relations Specialist at CCMA and the Central Bargaining Forum if required.
  • Assist the HR Manager with HR-related projects.
