Opportunity Overview
The National Credit Regulator (NCR) was established under the National Credit Act 34 of 2005 to regulate the South African credit industry. Its mandate includes education, research, policy development, registration of industry participants, complaint investigation, and enforcement of the Act.
The NCR aims to promote an accessible credit market, focusing on the needs of historically disadvantaged persons, low-income individuals, and remote communities. This opportunity is for a Supervisor in the Human Resources department to contribute to the organisation's strategic objectives.
Minimum Requirements
- Qualifications: A relevant three-year degree, National Diploma, or an equivalent qualification.
- Experience:
- Eight (8) years of experience within the Human Resources (HR) function.
- Five (5) years of experience in SAGE payroll processing (mandatory).
- Three (3) years of experience at a supervisory level.
- Knowledge:
- SAGE Payroll and ESS
- Relevant labour legislation (BCEA, LRA, COIDA)
- WSP/ATR
- Full HR Value chain (end-to-end process)
- MS Office proficiency
- Understanding of budgeting principles
- Understanding of the Risk Framework

Key Responsibilities
The successful candidate will partner with the Human Resources Manager and EXCO to deliver the HR value proposition within the NCR, which includes:
- Assisting the HR Manager with the implementation of the HR business plan and policies.
- Overseeing and taking ownership of the operational activities of the HR department.
- Ensuring that payroll is administered and processed effectively, covering the full payroll function.
- Assisting the HR Manager in implementing strategic objectives through business planning.
- Supporting the HR Manager in running the "end-to-end" HR processes within the organisation, including Employee Wellness, People Management, Change Management, Compensation and Benefits, Job Design and Job Evaluation, Recruitment, and Training and Development.
- Coaching and mentoring HR staff members.
- Supporting the HR Manager to detect, prevent, mitigate, and manage HR risks.
- Providing support for the Business Continuity Plan (BCP).
- Reviewing and updating the departmental risk register.
- Developing, reviewing, and monitoring HR-related policies, as required.
- Implementing recommendations from internal and external audits.
- Submitting all legislative and other reports as per the HR business plan and requests from the Risk and Audit Unit, including drafting departmental and compliance reports.
- Assisting the HR Manager with managing the HR Budget.
- Procuring HR-related services and contract management of appointed service suppliers.
- Facilitating internal and external HR Audits.
- Supporting the Senior Labour Relations Specialist at CCMA and Central Bargaining Forum if required.
- Assisting the HR Manager with HR-related projects.
