Opportunity Overview

The Western Cape Liquor Authority (WCLA) is responsible for regulating the retail sale and micro-manufacturing of liquor within the province. Its mandate is to ensure effective regulation that serves the public interest.

This permanent Junior Inspector position, based in Bellville, offers an opportunity to contribute to this crucial regulatory work. The role primarily involves investigating and reporting on matters related to liquor license regulation and compliance.

Minimum Requirements

• Knowledge:
• Public Sector legislation, including Administrative Law.
• Relevant industry legislation and regulations, such as the National Liquor Act, Provincial Liquor Act, Municipal By-laws, POPI, PAJA, and PAIA.
• Proficiency in at least two official languages of the Western Cape.
• Experience:
• Experience in an administrative, regulatory, or compliance environment.
• Exposure to systems and processes.
• Skills:
• Good verbal communication and report writing skills.
• Good inter-personal and inter-departmental relations.
• Strong analytical and systematic problem-solving skills.
• Computer literate, including Microsoft Office.

Key Responsibilities

• Liaise with community structures to facilitate public participation and collect data.
• Engage with licensees and interested parties to resolve disputes.
• Conduct interviews with relevant parties to gather information.
• Liaise with institutional partners, including SAPS and Local Government.
• Collect and collate credible intelligence data to inform compliance and enforcement.
• Conduct random routine compliance inspections and formal inspections for liquor applications.
• Draft reports on inspection outcomes and issue compliance notices, ensuring follow-up.
• Participate in enforcement operations and engage with other law enforcement agencies.
• Attend and investigate complaints, collecting, recording, and presenting evidence.
• Testify in Liquor Licensing Tribunal (LLT) hearings and serve LLT processes, notices, and orders.
• Perform general administration, including delivering ad hoc notices and capturing information on LMaTS.
