Opportunity Overview

The Department of Agriculture is seeking a dedicated Administration Clerk (Supervisor) to join its Food Safety and Quality Assurance team in Stellenbosch, Western Cape. This is a Level 07 position offering an annual stipend of R338,106.

This role is crucial in managing the administration of exported and imported liquor products, with a specific focus on wine. The successful candidate will play a key role in ensuring compliance and efficient processing within the department's systems.

Minimum Requirements

  • Possession of a Grade 12 Certificate.
  • A Certificate in wine will be an added advantage.
  • Three (3) years of administration experience in a Wine Online certification system and user support.
  • Knowledge of departmental policies and prescripts.
  • Knowledge of relevant regulations of the Liquor Products Act, 1989 (Act No 60 of 1989).
  • Knowledge of wine cultivars and different types of liquor as defined in the Liquor Products Act.
  • Understanding of export and import procedures, compositional, and labelling requirements of the Liquor Products Act.
  • Familiarity with procurement procedures and quality assurance practices.
  • Ability to communicate well and interact with people at different levels.
  • Integrity and discretion.
  • Skills in filing documentation, issuing invoices, and Wine Online help desk support.
  • Experience in client liaison, registration, processing, and issuing of export and import documentation.
  • Ability to interpret the Act and regulations.
  • Data capturing and typing skills.
  • Planning, execution, management, and organising skills.
  • Interpersonal, problem-solving, analytical, and listening skills.
  • Computer literacy.
  • Report writing skills.
  • A valid driver’s licence and the ability to drive.
  • Ability to work extended hours.

Key Responsibilities

  • Maintain control of exported and imported liquor products.
  • Perform registration, data capturing, and processing of import/export documentation on Wine Online.
  • Issue documentation and maintain records on Wine Online.
  • Handle problem-solving within the Wine Online system.
  • Process invoicing and prepare statistical reports.
  • Manage enquiries and client liaison.
  • Capture and link consignees/branches; correct LIMS interface errors.
  • Register exporters/importers and maintain their registration information.
  • Oversee sample registration, discarding samples, and vinotheque records; resolve sample registration issues.
  • Issue compliance letters and provide advisory services to clients and stakeholders.
  • Train personnel and clients on Wine Online usage.
  • Maintain the Wine Online helpdesk, answering and resolving queries.
  • Validate export certificates and interpret import/export procedures.
  • Identify and resolve blacklisted clients on Wine Online to ensure legislative adherence.
  • Register/cancel A and B codes for liquor products according to Regulation 40 of the Act.
  • Verify and oversee invoicing processes.
  • Supervise and provide financial, supply chain administration, and technical line administration support within the component.
