Opportunity Overview

The Housing Development Agency (HDA) is offering a valuable opportunity for an Internal Auditor at its Head Office in Gauteng. This is a fixed-term contract position for a duration of three years.

This role focuses on ensuring the effectiveness of the HDA's internal controls, risk management, and governance processes. Minimum Requirements

• Bachelor’s Degree, Advanced Diploma, or BTech (NQF 7) in Internal Auditing, Accounting, or an equivalent qualification.
• A minimum of 3 to 5 years of relevant experience in Internal Auditing.
• Experience within PFMA-governed public sector entities is essential.
• Possession of a professional certification such as CIA, PIA, IAT, CISA, or CFE, a postgraduate qualification (NQF Level 8/9) in Internal Auditing or equivalent, and the completion of audit articles will be a strong added advantage.

Key Responsibilities

• Internal Audit Execution: Plan, execute, and draft reports for various audit engagements, including financial, compliance, regulatory, and operational audits. Develop system descriptions, walkthroughs, audit programs, and risk-control matrices. Perform data analysis, execute risk-based audit procedures, and proactively review audit processes. Identify non-compliance, control weaknesses, and provide recommendations for improvements. Deliver consultative advisory services and perform root cause analysis. Coordinate internal audit activities with other assurance providers.
• Risk Management and Combined Assurance: Participate in Combined Assurance activities, conducting audits to assess the adequacy and effectiveness of risk management processes and internal controls. Identify and report control weaknesses, risk exposures, and non-compliance issues.
• Governance and Compliance: Provide input into the development and continuous improvement of internal audit policies, procedures, and methodologies. Contribute to awareness initiatives to strengthen the organisation’s control environment and governance culture.
• Reporting and Communication: Prepare draft internal audit reports in accordance with Global Internal Audit Standards. Support the preparation of quarterly audit and risk reports for EXCO, the Audit and Risk Committee, and the Board. Assist in communicating audit findings, recommendations, and outcomes to relevant stakeholders.
