Opportunity Overview

The Housing Development Agency (HDA) is offering a fixed-term contract for a Monitoring, Evaluation and Organisational Performance Officer based at their Head Office in Gauteng. This three-year opportunity is ideal for individuals with a background in public or business administration who are ready to contribute to strategic planning and performance monitoring within the human settlements sector.

This role plays a vital part in ensuring the HDA’s strategic objectives are met through robust planning, reporting, and compliance activities. The successful candidate will work closely with various internal departments to support and coordinate key performance processes.

Minimum Requirements

  • A Graduate Degree in Business Administration, Public Administration, or a related field.
  • A minimum of 1 to 3 years of relevant experience.
  • Excellent report writing and communication skills.
  • Experience within the Human Settlements Sector is considered an advantage.
  • Applicants must be South African citizens.

Key Responsibilities

  • Assisting HDA departments in understanding requirements for the HDA's strategy compilation.
  • Managing the development of the HDA's strategy and annual performance plan.
  • Coordinating and supporting departments in the development of their individual plans.
  • Planning and coordinating Quarterly Performance and Strategic Planning meetings.
  • Providing support during the strategic planning process, including compiling meeting minutes and generating templates.
  • Understanding performance planning requirements in line with the DPME framework.
  • Assisting in the review of all strategic plans, including the Annual Performance Plan.
  • Coordinating compliance with reporting deadlines, obligations, channels, and standards.
  • Assisting in the collection and collation of monthly performance information from departments.
  • Communicating timelines for the submission of performance information.
  • Assisting in reviewing the accuracy and consistency of content in quarterly and annual reports.
  • Providing support to departments on compliance with the Annual Performance Plan in quarterly performance reporting.
  • Coordinating the compilation of the Compliance Matrix on a quarterly basis.
  • Assisting in updating and reconciling performance results with the Business Intelligence Unit.
  • Demonstrating a thorough understanding of DPME reporting requirements.
  • Assisting in monitoring and checking quarterly reports for compliance.
  • Monitoring that portfolio of evidence files are consistent across departments.
  • Developing reporting templates for monthly and quarterly reporting in line with the APP.
  • Assisting in reviewing portfolio of evidence files for accuracy.
  • Maintaining listings for all Key Performance Indicators (KPIs).
  • Assisting in identifying areas of non-compliance and implementing corrective action.
  • Ability to utilise the eQPRS reporting portal.
  • Assisting in the development, management, and maintenance of the Monitoring and Evaluation system and/or dashboard.
  • Assisting in ensuring that datasets, databases, and supporting information adhere to M&E standards.
  • Assisting in monitoring the performance of the M&E system/dashboard by reviewing system utilisation.
  • Assisting in the compilation of necessary performance data for presentations.
  • Ensuring that files and records are up to date and in line with required standards.

What the Work Involves

As a Monitoring, Evaluation and Organisational Performance Officer, you will work within the HDA’s Head Office in Gauteng, contributing to the core functions of strategic planning and performance oversight. Your daily tasks will involve a mix of coordination, review, and support activities. You will assist various internal departments in understanding strategic planning requirements, ensuring their plans align with the HDA's overall strategy. This includes coordinating meetings, compiling crucial documentation like minutes and templates, and providing direct support during planning phases.

A significant part of your role will involve meticulous data handling and reporting. You will assist in collecting and collating performance information from departments monthly, reviewing the accuracy of quarterly and annual reports, and ensuring all submissions comply with established standards and deadlines. This means you will regularly interact with different teams, communicating reporting timelines and offering guidance on adherence to the Annual Performance Plan. You will also be involved in monitoring compliance, reviewing evidence files, maintaining KPI listings, and identifying areas for corrective action. The work environment is office-based, focused on detailed administrative, analytical, and supportive tasks to strengthen the HDA’s strategic and operational performance.
