Opportunity Overview
South African National Parks (SANParks) is seeking to appoint three (3) dedicated individuals for the role of Buyer: Supply Chain Management. These are fixed-term positions for a duration of 12 months, offering an opportunity to contribute to the efficient operation of national parks.
Successful candidates will be deployed at one of three prominent locations: Agulhas National Park, Table Mountain National Park, or West Coast National Park. The role involves managing supply chain processes within the park and reporting directly to the Supply Chain Management Practitioner or a relevant line manager. Minimum Requirements
To be considered for this opportunity, applicants must meet the following criteria:
- Grade 12 Certificate.
- NQF Level 6 qualification (National Diploma) or N Diploma (N6) in Supply Chain Management, Procurement, Logistics, or a relevant field.
- 2 – 3 years of relevant experience in a Supply Chain Management or Financial administrative environment.
- Valid Code 8 driver’s license.
- Computer literate with working knowledge of Microsoft Packages, including Excel.
- Working knowledge of MS Great Plains is an added advantage.
- Working knowledge of relevant legislation, including PFMA; PPPFA; SANParks Policies, and General Procurement Guidelines.
- Excellent written and verbal communication skills.
- Ability to be flexible, meet tight deadlines, and work without supervision.
- Demonstrated attention to detail.
Key Responsibilities
The successful candidate will undertake a range of responsibilities, including:
- Support and Administer Procurement Processes:
- Advertise, compile, and conduct screening of Requests for Quotations (RFQs) up to R500,000.
- Compile necessary evaluation forms and memos.
- Coordinate evaluation meetings with end-users and provide secretarial services for these meetings.
- Assist with facilitating negotiations for RFQs below R500,000.
- Source suppliers on the Central Supplier Database (CSD).
- Assist in processing invoices and payments.
- Ensure Supply Chain Management (SCM) compliance with National Treasury Regulations and SCM Policies and Procedures.
- Verify that all received documents adhere to relevant legislation, internal and external finance policies, processes, and regulations.
- Procurement and Demand Management:
- Provide administrative support in bid/quotation processes in line with the Demand Management Plan.
- Generate Purchase Orders.
- Follow up on outstanding invoices with the relevant end-user for generated purchase orders.
- Records and Reporting:
- Maintain appropriate records of Standard Bidding Documents.
- Keep a record of all received requisitions and invoices.
- Submit SCM Registers on a monthly basis to the SCM Practitioner.
- Contract Monitoring:
- Monitor contract management and registers.
- Assist with updating contract registers, including expenditures.
- Coordinate monthly contract management meetings.
- Issue formal notice of contract expiry dates and spending to end-users.
- Send contract expiry letters to service providers.
- Perform any other responsibilities as assigned by the supervisor.
