Opportunity Overview
The Independent Communications Authority of South Africa (ICASA) is seeking an experienced and visionary Executive to provide strategic leadership to its Engineering and Technology Division. This crucial role involves overseeing the technical, engineering, and spectrum management functions essential for regulating electronic communications, broadcasting, and postal services across the country.
This is a strategic leadership position based at ICASA's Head Office in Centurion, offered on a five-year fixed-term contract. The successful candidate will be instrumental in shaping the technological future of South Africa's communications landscape, ensuring compliance with national and international standards.
Minimum Requirements
- A BSc/BEng Degree in Electrical or Electronic Engineering.
- A Master’s Degree in Engineering, Electronic/Electrical Engineering, Telecommunications Engineering, ICT/Technology, or a relevant discipline (NQF Level 9).
- At least 10 years of experience in managing telecommunications systems engineering, spectrum management, or ICT technology projects.
- At least 5 years’ experience at Senior Management level within Engineering or the ICT sector.
- Active Professional Engineer (Pr Eng) registration with ECSA.
- Executive level experience of 1 to 3 years will be a strong recommendation.
- Experience working with regional and global regulatory bodies (e.g., ITU, CRASA, ATU) will be advantageous.
- Membership of SAIEE, IEEE, or other international associations for electrical and electronic engineering practitioners will be advantageous.
Key Responsibilities
- Function as the custodian of technical, engineering, and spectrum management functions within the Authority.
- Lead the development and adoption of the engineering and technology strategy for ICASA.
- Act as the custodian of spectrum management and resources to ensure efficient and effective use of frequency spectrum.
- Ensure effective spectrum monitoring in line with international best practice and ITU-R standards.
- Ensure the availability of appropriate engineering and technology expertise, tools, methods, and logistics.
- Conduct research and innovative forward planning in spectrum management, telecommunications technologies, network engineering, and broadcasting.
- Preserve and improve the accuracy of technical data for spectrum allocation, allotment, and assignment.
- Promote ICASA’s interests in the ITU, other related UN bodies, and regional bodies.
- Ensure cross-border cooperation with regulators of neighbouring countries.
- Develop and update electronic communications regulations, including those related to spectrum.
- Ensure appropriate levels of expertise and skills are employed within the Engineering and Technology division.
- Function as the lead for engineering and technology-related engagements between ICASA and the sector it regulates.
- Ensure that the appropriate divisional budget is compiled, monitored, and controlled.
- Provide ICASA with a solid technical base for informed decisions on electronic communications, broadcasting, and postal services technologies.
What the Work Involves
As the Executive: Engineering and Technology, you will operate from ICASA's Head Office in Centurion, reporting directly to the Chief Executive Officer. Your daily work will involve a high level of strategic oversight and technical leadership, guiding the Authority's approach to critical areas such as spectrum management, electronic communications, broadcasting, and postal services.
You will be responsible for leading a division of experts, ensuring they have the necessary tools and expertise to perform spectrum planning, licensing, monitoring, and quality of service measurements. This role requires active engagement with national and international regulatory bodies, representing ICASA's interests and fostering cross-border cooperation. You will also play a key role in developing and updating regulations to support the rollout of broadband and adapt to ongoing technological innovation.
