Opportunity Overview

The Department of Employment and Labour is seeking a dedicated Principal Personnel Officer: HRO to join its Provincial Office in Durban, KwaZulu-Natal. The successful candidate will be instrumental in managing various HR processes and policies at a provincial level, contributing to the departmental goals through effective personnel administration. This position offers an annual stipend of R338 106.

Minimum Requirements

To be considered for this opportunity, applicants must meet the following criteria:

  • A three (3) year relevant qualification in Human Resource Management.
  • One (1) to two (2) years of functional experience in Human Resource Management Services.
  • A valid driver’s licence.
  • Knowledge of: All Labour legislation, Departmental Policies and Procedures, HR related systems, the Public Service Act, Batho Pele principles, and Public Service regulations.
  • Skills in: Communication, Presentation, Conflict Management, Analytical thinking, Report writing, Computer literacy, Planning and organising, Supervision, and Time Management.
  • Priority consideration will be given to Indian Male and Indian Female candidates as per the Employment Equity targets.

Key Responsibilities

The Principal Personnel Officer: HRO will be responsible for a range of essential human resource functions, including:

  • Managing the Recruitment and Selection process.
  • Processing and approving various service benefits such as leave, housing allowances, and acting allowances.
  • Providing oversight and monitoring the termination of service processes at the Provincial Office.
  • Monitoring the departmental establishment and ensuring the consistent implementation of Human Resources policies.
  • Monitoring the payment of salaries for personnel within the province.

What the Work Involves

Working from the Provincial Office in Durban, KwaZulu-Natal, the Principal Personnel Officer will be responsible for the day-to-day management and oversight of human resource services. This involves actively running recruitment and selection processes to bring in new talent, and meticulously processing and approving a variety of service benefits, including employee leave, housing allowances, and acting allowances.

The role also requires vigilance in providing and monitoring the termination of services within the province, ensuring all procedures are correctly followed. Furthermore, the incumbent will monitor the departmental establishment and ensure the effective and consistent implementation of all Human Resources policies. An important aspect of the role is to monitor the accurate and timely payment of salaries. This is an office-based role that requires strong organisational, analytical, and supervisory skills to maintain efficient HR operations within a government department.
