Opportunity Overview

Electricity and Energy is seeking an experienced professional to serve as the ICT Steering Committee Chairperson on a 3-year contract basis. This critical role involves leading the ICT Steering Committee in advising the Accounting Officer on key ICT-related statutory responsibilities.

The Chairperson will play a pivotal role in overseeing ICT governance, strategy, investments, project management, cybersecurity, digital transformation initiatives, and compliance within the organisation. This is an opportunity for a seasoned ICT leader to contribute significantly to the strategic direction and operational integrity of the organisation's technology landscape.

Minimum Requirements

  • An NQF level 9 qualification in Information and Communication Technology (ICT) or Computer Science, or an equivalent qualification with expertise in ICT.
  • A minimum of ten (10) years’ experience in senior management or executive leadership in ICT.
  • Preferably, a portion of the required experience should be within the South African public sector.
  • Demonstrated expertise in ICT governance, strategy development, enterprise architecture, digital transformation, and the management of large-scale ICT projects.
  • In-depth knowledge and understanding of the South African ICT regulatory and policy landscape.
  • In-depth knowledge of the Public Finance Management Act (PFMA) and the Treasury Regulations, as well as other governing prescripts.
  • Must exhibit independence of mind in deliberations and be proactive in advising the Accounting Officer.
  • Applicants may not be in the employment of the Department.
  • Applicants must have no business or personal relationship with the Department.
  • Professional membership and good standing status in relevant bodies is an added advantage.

Key Responsibilities

  • Lead the Committee in advising the Accounting Officer on statutory responsibilities related to the Public Finance Management Act and other relevant prescripts.
  • Oversee the development, implementation, and monitoring of the ICT Strategy and Enterprise Architecture, ensuring alignment with strategic objectives.
  • Chair the review and recommendation of the ICT budget and oversee major ICT capital projects, ensuring value for money and monitoring expenditure.
  • Provide leadership in the oversight of the prioritisation, execution, and delivery of all ICT projects, focusing on project governance, risk management, and benefits realisation.
  • Steer the Committee’s oversight of robust cybersecurity and information security measures, including compliance with POPIA, MISS, and the National Cybersecurity Policy Framework, and managing ICT-related risks.
  • Guide the Committee’s monitoring of ICT service performance and reliability, champion digital transformation initiatives to improve service delivery, and oversee the management of service level agreements (SLAs).
  • Ensure the Committee’s oversight of the ICT environment complies with all relevant legislation, including the PFMA, SITA Act, ECT Act, and POPIA, as well as applicable National Treasury regulations and minimum ICT standards.

What the Work Involves

As ICT Steering Committee Chairperson, you will be primarily responsible for providing strategic guidance and oversight within an office environment. Your daily activities will involve leading committee deliberations, reviewing critical documents such as ICT strategies, budgets, and project reports, and ensuring compliance with a wide range of regulatory frameworks.

You will work closely with committee members to formulate recommendations and provide high-level advice directly to the Accounting Officer, ensuring that ICT initiatives support the organisation’s overall objectives. The role demands proactive engagement in identifying risks, championing digital transformation, and ensuring that ICT investments deliver value while adhering to legislative requirements.

What a fixed-term post involves

A contract post is employment for a defined period or project. The work and the requirements are usually identical to a permanent post at the same level — the difference is the end date. Contract staff generally receive the same salary scale, sometimes with benefits paid as an allowance instead of a fund contribution.

Watch out for this

Confirm what happens at the end of the term before you resign from something else. A fixed-term contract ends by expiry, and that is not a dismissal you can contest.
