Opportunity Overview
The Central Energy Fund (CEF) is a Schedule 2 state-owned diversified energy company operating under the Department of Mineral & Petroleum Resources. CEF's core mandate is to enhance South Africa's and the region's energy security through various activities, including exploration, acquisition, development, marketing, and strategic partnerships.
This opportunity is for two Financial Accountant posts located at the CEF Head Office in Sandton. The role is critical in ensuring robust financial reporting, compliance with regulatory frameworks like the Public Finance Management Act (PFMA), and effective transactional accounting. Successful candidates will maintain accurate financial records, support audit processes, and contribute to the sound management of public funds.
Minimum Requirements
- Matric Certificate.
- National Diploma (NQF 6) in Accounting / Finance or an equivalent qualification.
- 5 to 8 years of experience in an accounting or related field.
- A Bachelor’s degree (NQF 7) in Accounting/Finance or an equivalent qualification will be considered an added advantage.
- Personnel suitability checks, including criminal records, citizenship, financial standing, qualifications, and previous employment references, will be conducted for successful candidates.
- Applicants with foreign qualifications must ensure these are evaluated by the South African Qualifications Authority (SAQA) and attach the evaluation certificate to their application.
Key Responsibilities
- Financial Accounting and Reporting:
- Prepare monthly, quarterly, and annual financial statements in accordance with IFRS and PFMA.
- Ensure accurate general ledger reconciliations and maintain financial data integrity.
- Assist in preparing reports for submission to the National Treasury, Auditor-General, and Board Committees.
- Operational Finance and Business Support:
- Process supplier invoices, payments, and reconciliations.
- Monitor accounts receivable and follow up on outstanding payments.
- Ensure all financial transactions are recorded accurately and on time.
- General Ledger and Reconciliations:
- Post journal entries and perform reconciliations for bank accounts, AP & AR ledger, Fixed asset register, payroll, VAT, and tax accounts.
- Process journal entries for depreciation, accruals, and prepayments.
- Adjust journal entries to correct misallocations and errors.
- Document supporting evidence for each journal entry.
- Submit journal entries for approval.
- Resolve discrepancies and outstanding balances.
- Tax Submissions:
- Prepare and submit tax returns and statutory filings in accordance with local regulations.
- Finance Administration and Documenting:
- Ensure all financial records are stored and filed for easy retrieval.
- Support the audit team by providing requested information.
What the Work Involves
As a Financial Accountant at CEF, you will be responsible for the day-to-day management of financial transactions and reporting. This involves meticulously preparing financial statements and various reports for internal and external stakeholders, including the National Treasury and Auditor-General. You will regularly process invoices, manage payments, and perform detailed reconciliations of bank accounts, ledgers, and other financial records. The role requires diligent attention to detail in posting journal entries, correcting errors, and ensuring all financial data is accurate and compliant with relevant regulations like the PFMA. Your work will take place in the office environment of the CEF Head Office in Sandton, where you will also support audit processes by providing necessary documentation and information.
