Opportunity Overview

The Beaufort West Local Municipality is inviting nominations for one individual to serve on its Audit and Performance Audit Committee. This committee is an independent advisory body established in terms of Section 166 of the Local Government Act: Municipal Finance Management, Act 56/2003.

The selected member will serve a term from 1 November 2026 until 31 October 2029. The committee meets four times a year, and members are compensated per meeting for their invaluable contribution to municipal oversight and governance.

Minimum Requirements

To be considered for nomination, applicants should meet the following criteria:

  • A general understanding of Internal and External Audit Functions, policies, and procedures.
  • An understanding of corporative service, with previous experience in the corporative and/or public sector, principles, procedures, and practices at a senior management level.
  • Skills or expertise in law, business, accounting, corporative governance, human resource, and performance management.
  • Knowledge of management principles and ethics to identify significant deviations from healthy management practices.
  • A commitment to always putting the interest of the Municipality first.
  • Must reside within the borders of the Beaufort West Municipality.
  • Must not have a criminal record.
  • Must have a computer/laptop and internet access to download agendas for meetings.
  • Established membership of a recognised professional body is recommended.

Key Responsibilities

The Audit and Performance Audit Committee member will be responsible for:

  • Advising the Municipal Council, Political Bearers, Accounting Officer, and Management Personnel on various matters, including:
  • Internal Financial Control and External Audits.
  • Risk Management.
  • Accounting Policy.
  • The adequacy, reliability, and accuracy of financial reporting and information.
  • Performance Management and effective management.
  • Adherence to relevant legislation such as the Municipal Finance Management Act and the annual Division of Revenue Act.
  • Performance evaluation and any other issues referred by the Municipality.
  • Reviewing annual financial statements to provide an authoritative and credible opinion on the Municipality's financial position, efficiency, effectiveness, and compliance with applicable legislation.
  • Providing feedback to the Council on any issues raised by the Auditor-General in the audit report.
  • Performing investigations on the financial matters of the Municipality as requested by Council.
  • Performing other prescribed functions.

What the Work Involves

As a member of the Audit and Performance Audit Committee, you will play a crucial advisory role, meeting four times a year. Your work will involve detailed review and analysis of the Municipality's financial controls, risk management strategies, accounting policies, and overall financial reporting. You will also provide expert guidance on performance management and ensure compliance with key legislation. This role requires diligence in reviewing financial statements and audit reports, and the ability to articulate findings and recommendations clearly to the Municipal Council and senior management. You will need to use your own computer/laptop and internet access to prepare for these important meetings.
