Opportunity Overview

The Albert Luthuli Local Municipality, a transparent, innovative, and developmental municipality focused on improving the quality of life for its people, is inviting applications for the permanent position of Manager Project Management Unit (PMU). This role falls within the Technical Services Department.

This is an opportunity to join a local government entity and contribute significantly to infrastructure development and project delivery within the community, ensuring compliance with key national and local policies.

Minimum Requirements

To be considered for this position, applicants must meet the following criteria:

  • Grade 12 certificate.
  • National Diploma in Civil Engineering, Project Management, or a relevant qualification in Engineering.
  • Eight (8) years or more of relevant experience.
  • A Bachelor's Degree in Civil Engineering, Project Management, or a relevant qualification in Engineering will be an added advantage.
  • Registration as a Pr. Technician Engineering will also be an added advantage.

Key Responsibilities

The successful candidate will be responsible for a range of duties, including:

  • Leading project planning and design, which involves compiling business plans for new infrastructure.
  • Ensuring that all projects comply with applicable legislation, policies, and conditions related to funding sources like MIG, RBIG, WSIG, and INEP.
  • Facilitating the delivery of infrastructure-related projects and programmes in line with the Integrated Development Plan and National Policy.
  • Managing and controlling Grant funding project applications by supporting the compilation and processing of business plans.
  • Providing advice, information, and guidance on the principles, procedures, and applications for various Engineering Infrastructure Projects.
  • Controlling the implementation of operational management, monitoring, performance, and reporting systems to ensure conformity with corporate governance, financial regulations, audit guidelines, and statutory acts.
  • Critically examining the adequacy of departmental policies and MIG directives, considering legislative changes and government service delivery mandates.
  • Managing the activities of subordinates within the Project Management Unit.
  • Preparing financial and technical project-related reports or verifying the content of reports prepared by technical personnel for submission to council, provincial, and local levels.
  • Ensuring adherence to all relevant construction conditions of contracts when monitoring projects.
