Opportunity Overview
The Department of Agriculture is seeking a dedicated and experienced individual to join its Human Resource Administration Directorate as a Deputy Director: Human Resource Policy. This pivotal role is based in Pretoria, Gauteng, and focuses on the development, review, and implementation of critical HR policies and delegations within the department.

Minimum Requirements
To be considered for this opportunity, applicants must meet the following criteria:
- A Grade 12 certificate.
- A National Diploma (NQF Level 6) in Human Resource Management, Public Management, or Public Administration.
- A minimum of three (3) years of experience at a junior management level within an HR Policy environment.
- Proven knowledge of Human Resource Policies and Prescripts.
- Demonstrated communication skills (verbal and written).
- Ability in strategic planning and leadership.
- Strong presentation and facilitation skills.
- Developed conceptual skills and human relations abilities.
- Proficiency in policy drafting and report writing.
- Experience in negotiations and consultation with relevant key stakeholders.
- Computer literacy skills.

Key Responsibilities
The successful candidate will be responsible for:
- Monitoring the development, review, alignment, facilitation, and implementation of HR Policies within the Department.
- Identifying policies that require development, amendment, or alignment.
- Conducting gap analyses, identifying problems, challenges, research, and best practices.
- Compiling and drafting new or amended policies.
- Requesting, considering, and consolidating inputs and comments from stakeholders.
- Consulting on policies at relevant forums, including components, task teams, labour unions, and management meetings.
- Finalising policies for management's consideration and approval, including preparing memorandums and presentations.
- Assisting in and managing the implementation and communication of approved policies.
- Monitoring the development, review, and implementation of HR Delegations regarding the Public Service Act (PSA) and Public Service Regulations (PSR).
- Identifying HR functions suitable for delegation in accordance with prescripts and legislation.
- Compiling and drafting delegation frameworks.
- Requesting, considering, and consolidating inputs and comments from relevant stakeholders regarding delegations.
- Finalising draft delegations for consideration and approval from management.
- Assisting in and managing the implementation and communication of approved delegations.
- Advocating HR Policies to ensure consistent implementation and application across the Department.
- Issuing and distributing approved policies and arranging information sessions to advocate their content.
- Preparing and compiling presentations on policy matters and issuing communication.
- Providing advice and assistance on issues and cases related to HR Policies.
- Advocating HR Delegations to ensure consistent implementation and application throughout the Department.
