Opportunity Overview

Umalusi, the Quality Council for General and Further Education and Training, is a statutory body dedicated to quality assurance in education. This organisation plays a crucial role in maintaining standards within the South African education sector.

This is a permanent employment opportunity for an Assistant Manager in Finance. The successful candidate will join the Finance and Supply Chain Management (F&SCM) department in Pretoria. One position is available.

Minimum Requirements

To be considered for this position, applicants must meet the following criteria:

  • Education:
  • A three-year post-matric qualification (NQF Level 7) in Finance or Accounting.
  • A postgraduate qualification (NQF Level 8) in Finance or Accounting will be an added advantage.
  • Experience:
  • A minimum of three years of experience in an accounting or finance environment.
  • Two years of proven managerial or supervisory experience within a finance division.
  • Experience in the public sector environment is an added advantage.
  • Experience in the compilation of annual financial statements using the Caseware system is an added advantage.
  • Knowledge:
  • Accounting or financial systems.
  • Risk management principles.
  • The Public Finance Management Act (PFMA) of 1999 (Act No. 1 of 1999), Treasury Regulations, and GRAP Standards.
  • Skills:
  • People management.
  • Strong writing and verbal communication.
  • Ability to liaise with officials at all levels within an organisation.
  • Critical thinking and financial analysis.
  • Administrative and organisational skills.
  • Ability to work independently and under pressure.
  • Computer literacy with sound knowledge of the full MS Office suite (MS Word, Excel, Outlook, PowerPoint).

Key Responsibilities

The Assistant Manager - Finance will be responsible for a range of duties, including:

  • Preparing and/or reviewing monthly and quarterly financial reports.
  • Preparing annual financial statements in accordance with GRAP standards.
  • Preparing quarterly interim financial statements.
  • Coordinating internal and external audit queries and ensuring the implementation of audit recommendations.
  • Preparing risk management reports.
  • Ensuring accounting records are accurately maintained on an accrual basis.
  • Ensuring accurate debtors and creditors reconciliations, including age analysis, are performed monthly.
  • Managing the asset register.
  • Developing and implementing internal controls, financial policies, and procedures.
  • Monitoring and managing staff development and performance against planned objectives.
  • Managing revenue collection, billing, tracing of debtors, and the writing off of bad debts.
  • Managing expenditure.
  • Preparing and/or reviewing the budget.
  • Completing the Estimates of National Expenditure (ENE) and Medium Term Expenditure Committee (MTEC) databases, including the National Treasury annual financial statements template and quarterly reports.
