Opportunity Overview

The South African Weather Service (SAWS) is a Section 3(a) public entity that serves as the authoritative voice for weather and climate-related services in South Africa. As a member of the World Meteorological Organisation (WMO), SAWS fulfils international obligations and strives to be a Weather and Climate Centre of Excellence, delivering innovative solutions for sustainable development and economic growth.

SAWS is looking for an efficient and enthusiastic individual to take on the role of Senior Manager: ICT. This position is central to driving the organisation's digital transformation strategy, managing various aspects of ICT operations, and ensuring the smooth functioning of core business operations.

The successful candidate will oversee ICT governance, enterprise architecture, project delivery, application management, infrastructure, services, and cybersecurity.

Minimum Requirements

  • Relevant Post-Graduate qualification (NQF level 8) in ICT, Informatics, Information Systems or Computer Science, or an equivalent qualification.
  • At least 10 years of related experience.
  • At least 5 years of ICT management experience.
  • Experience in enterprise architecture and digital transformation strategy.
  • Experience in ICT governance.
  • Experience in cyber incident response.
  • Experience in business analysis.
  • Experience in ICT project governance and management.
  • Knowledge of the PFMA and Treasury Regulations, POPI Act, ECT Act, and other related legislation.
  • Experience in stakeholder relations management.
  • At least 3 years of experience in the public sector.
  • Preference will be given to candidates with industry certifications such as TOGAF, ITIL, COBIT, PMP/PRINCE2, or certifications relating to Cyber Security, Server Management, Networking, or Cloud Computing.

Key Responsibilities

  • Lead, mentor, and develop ICT managers and their respective teams.
  • Report and support the CIO in executing the ICT mandate.
  • Formulate the enterprise architecture and digital transformation strategy and ensure its effective implementation.
  • Formulate and implement the ICT governance framework, policies, and procedures.
  • Coordinate and ensure the successful delivery of ICT projects.
  • Manage IT infrastructure, servers, networks, and applications.
  • Secure IT infrastructure, servers, networks, applications, and data.
  • Ensure effective service management to achieve defined service levels.
  • Ensure system security, backups, and disaster recovery.
  • Monitor IT performance and resolve issues.
  • Evaluate and procure IT tools and solutions.
  • Manage ICT resources.
  • Manage the ICT budget and investments.
  • Manage ICT risks and compliance.
  • Address ICT audit findings.
  • Liaise with both internal and external business stakeholders.
  • Prepare reports for the CIO, Executive Committee, ICT Steering Committee, Audit and Risk Committee, and the Board.
