Opportunity Overview
The South African Revenue Services (SARS) is inviting applications for a Consultant in Interpretive Tax Policy, based in Gauteng. This role offers a chance to contribute significantly to SARS's core mandate by conducting research, interpreting, writing opinions on, and applying tax laws related to personal income tax, Pay-As-You-Earn (PAYE), donations tax, and estate duty.
The successful candidate will join a dedicated team focused on projects designed to reduce the tax gap, support government tax compliance strategies, and provide clarity and certainty to taxpayers across South Africa.
This position is key to formulating official SARS policy and practice concerning the interpretation and application of revenue legislation administered by SARS, including the drafting of essential policy documents, rulings, opinions, and publications.
Minimum Requirements
- A Bachelor of Laws (LLB), BProc, BCom (Law), or BCom degree AND 5 to 7 years of experience in a tax technical, legal, or consulting environment, of which 2 to 3 years must be at a technically skilled level.
- OR
- A Senior Certificate (NQF Level 4) AND 10 years of tax technical, legal, or consulting experience, of which 2 to 3 years must be at a technically skilled level.
Key Responsibilities
- Accumulate information to review work progress, providing input for reporting, decision-making, and identifying improvement opportunities.
- Administer and interpret legislation, offering expert advice to internal and external stakeholders within specified timelines.
- Apply practical and applied knowledge to identify trends and potential risks within the tax environment.
- Undertake research and interpretation of legislation as assigned by management.
- Communicate situational interpretations and judgments regarding work outputs and queries in the area of specialisation.
- Contribute to the continuous review of legislation by providing input on potential changes in law or its application.
- Identify deficiencies and loopholes in existing legislation and propose effective solutions.
- Initiate, implement, and provide guidelines and support for process and procedural changes.
- Plan for value-added process improvements, initiatives, and services to align with operational strategy and objectives.
- Provide specialist input through the investigation of opportunities for operational, process, product, and risk optimisation.
- Offer specialist support and advice to achieve specified objectives within set deadlines and quality standards.
- Implement and contribute to the development of governance, compliance, integrity, and ethics processes within the area of specialisation.
- Develop and maintain productive working relationships with peers and team members.
- Integrate and transfer new knowledge and skills gained through formal and informal learning opportunities.
- Adhere to organisational policies and procedures to ensure cost-effectiveness.
- Contribute to a culture of service excellence that builds positive relationships and ensures client satisfaction.
