Opportunity Overview
The South African Local Government Association (SALGA) is offering a Senior Advisor: Trading Services vacancy based in Polokwane, Limpopo. This role is crucial for coordinating support to municipalities regarding essential trading services such as water, sanitation, energy, electricity, and waste management within the province.
The successful candidate will play a vital role in engaging with key stakeholders, including relevant sector departments and provincial government bodies, to identify municipal challenges, monitor progress, and leverage support for improved service delivery. This position focuses on policy, legislative, regulatory, and institutional matters to foster dynamic relationships between all role players and municipalities.
Minimum Requirements
- Relevant NQF level 7 qualification in Engineering (B Eng./BSc Eng.) Degree or an equivalent qualification.
- At least 7 years of relevant experience, with a minimum of 3 years at an equivalent level within a medium to large-sized organisation.
- A sound track record in effectively managing complex and sensitive stakeholder engagements at all levels.
- A valid Driver’s License and willingness to travel frequently.
- Demonstrated sector knowledge and a strong understanding of the policy, legislative, and regulatory frameworks governing trading services sectors (water, sanitation, energy, electricity, waste management) and the local government sector as a whole.
- Ability to manage and operate within a broad-scoped, multi-sector, multi-disciplinary environment.
- Strong stakeholder management and networking skills.
- Excellent communication and writing skills.
- Proven analytical and problem-solving skills.
- High integrity and ethics.
- Understanding of management principles and public sector policies, legislation, and regulations.
- Understanding of inter-governmental relations (IGR) and project management principles.
Key Responsibilities
- Coordinate trading services support for municipalities within the provinces, covering water, sanitation, energy, electricity, and waste management.
- Engage with key trading services stakeholders, including relevant sector departments, provincial treasury, and provincial COGTA, to stay updated and leverage support for municipalities.
- Understand municipal challenges and support needs in trading services, monitoring activities and progress in addressing these needs.
- Engage on policy, legislative, regulatory, institutional, fiscal, planning, capacity building, knowledge sharing, and overall service delivery matters.
- Conduct ongoing analysis of key challenges, needs, and trends within trading services to ensure appropriate implementation of local government strategies and programmes.
- Analyse and interpret research in trading services to create learning and sharing platforms that improve municipal efficiency.
- Serve as a key repository of knowledge and information on municipal trading services and support the strengthening of municipal profiles.
- Conduct analysis on municipalities, their challenges, and support needs, providing guidance for possible improvements.
- Represent SALGA and municipalities at various intergovernmental relations (IGR) and other forums.
