RAF is seeking a Specialist: Technology and Digital Procurement Support to join its Finance Division on a permanent basis. This vital role is located in Centurion, Gauteng, and focuses on ensuring that all ICT procurement activities are compliant, competitive, technically sound, and aligned with the organisation’s technological requirements.

Reporting to the Senior Manager: Acquisition Management, the successful candidate will provide technical quality assurance on ICT project requirements or specifications and recommend the consolidation of required ICT projects. The annual salary for this permanent position is R1,028,791.00.

Minimum Requirements

  • Education: Bachelor’s Degree or Advanced Diploma in Supply Chain Management or an ICT-related qualification.
  • Experience:
  • 5 to 7 years of relevant experience in an ICT procurement environment.
  • Experience in conducting quality assurance for the procurement of ICT goods and services.
  • Experience with SAP Procurement module or similar ERP systems.
  • Advantageous: Membership of the Chartered Institute of Purchasing and Supply (CIPS).
  • Technical Knowledge:
  • Understanding of ICT environments and the sourcing of ICT goods/services.
  • Knowledge of South African ICT procurement regulatory frameworks.
  • Knowledge of ERP layout and environment.
  • Knowledge of ICT commodities.
  • Knowledge of procurement best practices, including sourcing strategies.

Key Responsibilities

  • Provide ICT expertise on project requirements and specifications, aligning with the RAF ERP system.
  • Examine procurement options for goods, services, and work required through the procurement process to achieve economies of scale for ITC requirements.
  • Assess ICT project requirements and provide recommendations or reviews for efficiency.
  • Analyse ICT projects on the procurement plan to ensure similar projects are consolidated for efficiency.
  • Analyse transversal contracts in line with RAF ICT projects and provide valuable recommendations or inputs.
  • Ensure ICT procurement compliance by conducting market analysis on current trends and replacements, including recommending participation in projects arranged by SITA or National Treasury for RAF cost efficiency.
  • Compare solutions, pricing, sustainability factors, and technical maturity.
  • Validate technical alignment with enterprise architecture and existing systems, ensuring risks, constraints, and integration considerations are captured and compliant.
  • Identify risks related to poorly defined ICT requirements and assess the likelihood of cost overruns and scope creep.
  • Analyse trends across quality assurance findings to identify emerging risk patterns.
  • Align tenders with the enterprise ICT strategy and stay updated with effective policy and practice execution strategies.
  • Assist Business Units in developing sourcing strategies in line with demand management plans.
  • Report on quality assurance findings and outcomes.
  • Report on the adequacy and effectiveness of ICT procurement processes, controls, and documentation.
  • Identify process weaknesses, gaps, or inconsistencies across the procurement lifecycle.
  • Provide trend analysis on recurring quality issues.
  • Coordinate stakeholder participation in governance structures.
  • Enable stakeholders to make defensible and strategically sound ICT procurement decisions.
  • Manage stakeholder disagreements to ensure procurement progress is not delayed.
