Opportunity Overview
Midvaal Local Municipality is inviting applications for the critical position of Director - Human Resources, based in Meyerton. This senior management role is designed for an experienced professional to lead and strategically manage the full spectrum of human resource services within the municipality.
The successful candidate will be instrumental in ensuring the HR Directorate delivers efficient and effective services, drives legislative compliance, implements sound HR policies, and manages various human resource capital projects. Minimum Requirements
- A relevant B-degree (NQF level 7) or an equivalent qualification in Human Resource Management, Human Resource Development, Industrial Psychology, Public Administration, or Labour Relations discipline. A relevant postgraduate qualification (NQF level 8) will be an added advantage.
- Computer literacy in Microsoft Office Suite (Word, Excel, and PowerPoint).
- A valid Code EB (Code 08) driver's licence.
- Must meet the prescribed Minimum Competency Requirements in terms of the MFMA or qualify for exemption/dispensation where applicable.
- Extensive knowledge of the legislative and regulatory framework governing Human Resource Management within local government, including the Labour Relations Act, Basic Conditions of Employment Act, Employment Equity Act, Compensation for Occupational Injuries and Diseases Act (COIDA), Municipal Systems Act, Municipal Staff Regulations, Skills Development legislation, and other relevant employment legislation.
- Demonstrated expertise across the full Human Resource Management value chain, including Strategic HR Management, Workforce Planning, Talent Management, Labour Relations, HR Information Management (HRIS), Organisational Development, Performance Management, Employee Wellness, Change Management, Skills Development, Occupational Health and Safety (OHS), Employment Equity, and Policy Development.
- Proven experience in employer representation before the SALGBC and CCMA, including conciliation, mediation, and arbitration proceedings.
- Excellent communication, interpersonal, and stakeholder management skills.
- Proven leadership and management ability, including analytical thinking, strategic planning, conceptual ability, problem-solving, decision-making, negotiation, conflict management, presentation skills, empowerment, adaptability, and attention to detail.
- Demonstrated project management, financial management, and governance skills.
- Ability to interpret, implement, and enforce legislation, policies, and collective agreements.
- Ability to work effectively under pressure while thinking strategically, innovatively, and creatively.
- A minimum of ten (10) years' relevant Human Resource Management experience across multiple HR functional disciplines.
- At least three (3) years of this experience must have been at senior management level.
Key Responsibilities
- Perform professional, technical, budgetary, analytical, and strategic functions relevant to the management and coordination of Human Resources Services.
- Assume responsibility for the full range of HR related functions, including Recruitment, Training & Development, Employee Assistance, Benefits Administration, Labour Relations, Occupational Health & Safety, and Time & Attendance.
- Ensure that an efficient and effective service by the Human Resources Directorate is rendered within the Midvaal Municipality.
- Manage the effective implementation of all relevant legislation, policies, and procedures related to HR.
- Implement, coordinate, and manage different Human Resource related capital projects as approved in the IDP and annual Capital Budget.
- Ensure proper workflow planning, resource corrective actions, and evaluation of performance contracts (score cards) for various HR areas.
- Develop and implement operational / business plans in conjunction with key stakeholders, including monitoring time frames, evaluation, maintenance, and updating of such plans.
- Ensure that the directorate complies with the requirements of the MFMA.
- Define guidelines and assist in the managing of all assets, as well as their safe keeping, maintenance, and utilisation.

As the Director - Human Resources, you will be based at the Midvaal Local Municipality in Meyerton, leading the strategic and operational direction of the HR Directorate.
