Opportunity Overview
The Cederberg Local Municipality, encompassing towns like Citrusdal, Clanwilliam, Graafwater, Lamberts Bay, and Elands Bay, as well as surrounding rural areas, invites applications for a Senior Manager: Director: Technical & Planning Services. This is a permanent employment contract position, and the successful candidate will be stationed in Clanwilliam.

Minimum Requirements
- Bachelor of Science Degree in Engineering / BTech: Engineering; or an equivalent qualification.
- Minimum of five (5) years’ experience at middle management level, or as a programme/project manager, with 3–4 years at a professional/management level in engineering management.
- Good knowledge and understanding of relevant policy and legislation.
- Good knowledge and understanding of institutional governance systems and performance management.
- Extensive knowledge of the public office environment.
- Ability to formulate engineering master planning, project management, and implementation.
- A Certificate of competency as required in terms of the General Machinery Regulations 1998.
- Successfully completed all the Prescribed Minimum Competency Level in Unit Standards as required in Regulation 5 provided for in GNR. 493 GG 29967, dated 15 June 2007, as amended by GNR 1146 GG 41996, dated 26 October 2018.
- Computer Literacy.
- Effective Communication Skills in at least two of the three official languages of the Western Cape (English, Afrikaans, Xhosa).
- Strategic Thinking Skills.
- Positive Attitude.
- Valid Code B driver’s licence.
- Registration with a recognised relevant engineering body will be an added advantage.
Key Responsibilities
- Report directly to the Municipal Manager on key departmental activities.
- Provide overall management for Civil, Electrical, and Municipal Infrastructure Grant (MIG) projects.
- Deliver strategic and operational leadership within the Technical Services department to ensure compliance with legal requirements across all departmental functions.
- Ensure the provision of adequate clean water supply.
- Oversee effective and environmentally friendly sewer purification processes.
- Work towards maintaining an economic and sustainable road network.
- Manage the design and implementation of effective storm water drainage and kerbing systems.
- Ensure effective resurfacing of roads and timely repair of potholes.
- Guarantee adequate electricity supply in compliance with legal requirements.
- Offer support and advice to the Municipal Manager and Council.
- Develop policies, practices, and operating standards relevant to the Technical department.

As the Senior Manager: Director for Technical & Planning Services, you will be responsible for the comprehensive oversight and strategic direction of all technical functions within the Cederberg Local Municipality.
