Opportunity Overview
The Kwazulu Natal Department Of Health is inviting applications for a Deputy Director in Human Resource Management, focusing on Monitoring & Evaluation. This is a significant leadership role within the Ugu Health District Office, aimed at promoting effective human resource practices across the department.
This position is ideal for an experienced HR professional who is passionate about strategic planning, policy implementation, and staff development within the public health sector. Minimum Requirements
- Senior Certificate (Grade 12)
- 3-year Bachelor Degree or National Diploma in HR Management, Human Sciences, Public Management, or Administration
- Minimum of 3 years’ managerial experience in Human Resource Management
- PERSAL certificate
- Computer literacy in MS Office Software Applications
- Valid code EB driver’s license (Code 8)
- Demonstrated project management and strategic planning abilities
- Understanding of factors affecting human resource supply and demand within the health sector
- Ability to prioritise issues and comply with set time frames
- Broad knowledge of HR practices and disciplines
- Excellent management, facilitation, communication, and interpretation skills
- Expert knowledge of legislative and policy frameworks relevant to the area of operation
- Ability to capture and communicate recommendations concisely and clearly
- Clear understanding of challenges facing the Public Sector
Key Responsibilities
- Ensure and facilitate the consolidation of an integrated HR Plan for the District, monitoring and evaluating institution performance against identified human resource management indicators.
- Provide early warnings and develop innovative solutions for identified problem areas.
- Oversee and manage processes for aligning organizational and post establishment structures within the District in line with service delivery demands, the Annual Performance Plan, the Service Transformation Plan, budget allocations, and workload statistics.
- Oversee the effective implementation of Human Resources management policy imperatives in Institutions, ensuring consistency in application.
- Ensure a well-coordinated and integrated approach to develop sound labour relations within the District, promoting staff wellbeing, safety, and employee performance management systems (EPMDS).
- Manage the utilisation of resources allocated to the section, including the development of staff.
- Provide District HR compliance and support services.
