Opportunity Overview
Kouga Local Municipality is inviting suitably qualified and experienced individuals to apply for the position of Area Engineer: Electrical. This role is crucial for managing and enhancing the electrical infrastructure and services within the municipality, aligning with its commitment to its approved Employment Equity Plan.
This is an opportunity to contribute significantly to the daily operations and strategic development of the electrical network, ensuring reliable service delivery to the community. The successful candidate will play a key role in both the technical and administrative aspects of the electrical department.
Minimum Requirements
- National Diploma: Electrical Engineering (Heavy Current) – NQF level 6.
- Registered or candidate registration with the Engineering Council of South Africa (ECSA) as a Professional Engineering Technician (Pr Eng Tech) or Professional Engineering Technologist (Pr Tech Eng).
- Code B driver’s license.
- Three-Phase Wireman's Licence: Installation Electrician.
- At least 4 years of relevant experience.
- Good knowledge of electricity processes in a local government environment.
- Computer literate.
- Sound knowledge of Electricity policies and procedures.
- Sound report writing and presentation skills.
- Demonstrated analytical, supervisory, communication, and negotiation skills.
- Attention to detail.
- Must be able to speak, read, and write in at least two of the official languages used in Kouga Municipality (Afrikaans, English, and Xhosa).
- Required to be on standby during emergency power supply shut-downs.
Key Responsibilities
- Analyse trends, operating requirements, and forward plans to determine funding and expenditure.
- Evaluate the section's performance against budget and address deviations.
- Monitor and implement corrective measures to ensure compliance with financial regulations and audit requirements.
- Provide improved information for the Integrated Development Plan (IDP) process, including service levels, risks, future demand, and strategic costing.
- Determine and apply effective criteria and measures for service delivery monitoring, reporting, and risk management.
- Craft prioritised interventions to improve asset management practices.
- Monitor staff attendance, conduct, and output, addressing deviations through performance appraisals and other methods.
- Conduct quarterly evaluations of staff performance.
- Assess personnel adequacy and availability, motivating for additional resources when needed.
- Keep staff informed of new developments, legislation, circulars, and policies.
- Address workplace conflict and conduct through consultative processes and disciplinary procedures.
- Define skill gaps and training needs for personnel development.
- Prepare and approve drawings, designs, and cost estimates for minor new works, monitoring their implementation.
- Assess and analyse material design, new materials, and equipment impact on the electrical network.
- Address complex technical issues and provide professional advice.
- Prioritise specific projects to achieve targets for electricity provision.
- Ensure proposals comply with reconstruction and development requirements and guidelines.
- Administer contracts, process completion certificates, verify outcomes, and approve payment certificates.
- Analyse customer service to ensure compliance with the council's customer service charter.
- Develop and implement strategies and procedures.
