Opportunity Overview

The Housing Development Agency (HDA) is looking for a dedicated Manager for Stakeholder & Intergovernmental Relations to join their team at the Head Office in Gauteng. This is a fixed-term contract position for three years.

This role is central to the HDA's mission, focusing on developing and maintaining critical relationships with government entities and other stakeholders. The successful candidate will play a vital part in enhancing coordinated efforts to achieve the HDA's strategic objectives in human settlements development.

Minimum Requirements

Candidates interested in this management role should meet the following criteria:

  • A relevant degree or equivalent qualification in fields such as Law, Administration, Governance, or Social Science.
  • At least 6 to 8 years of proven and relevant experience within an Intergovernmental Relations (IGR) environment.

Key Responsibilities

The Manager: Stakeholder & Intergovernmental Relations will be responsible for a range of strategic and operational duties, including:

  • Supporting the CEO and Head of Department in developing and implementing intergovernmental strategies and plans.
  • Developing, implementing, and maintaining National, Provincial, and Municipal IGR Strategies and Stakeholder Support Plans.
  • Facilitating the processing of contracting, planning, funding, and implementation of key decisions with state partners.
  • Coordinating and promoting HDA participation in key IGR strategic, organisational, fiscal, and development planning processes.
  • Cultivating new business relations and networking with relevant public sector organs.
  • Developing evidence-based IGR decision-making processes and planning priorities.
  • Managing interactions with stakeholders to promote HDA functions, mandate, and roles.
  • Promoting HDA policies, legislation, and targets through various engagement channels.
  • Consulting with public sector bodies to identify areas of mandate alignment and performance targets.
  • Managing the drafting and conclusion of implementation protocols with prioritised public sector bodies.
  • Advising and organising meetings, interventions, and engagements for the Executive Suite.
  • Monitoring compliance with IGR agreements and tracking performance against contracts.
  • Communicating and supporting IGR status reporting and engagement on an ongoing basis.
  • Promoting and tracking the status of IGR contracting and engagement with partner states and sectors.
  • Participating in and supporting HDA engagement in strategic planning events of public sector bodies.
  • Advising and supporting HDA functionaries on issues related to IGR and stakeholder management.
  • Managing administrative support for IGR Fora, including scheduling, preparing meeting packs, and providing secretariat support.
  • Managing their own regional budget.
