Opportunity Overview

The Financial And Accounting Services Sector Education And Training Authority (FASSET) is a public entity established under the Skills Development Act of 1998. Its mandate is to support skills development and transformation within South Africa's finance and accounting sector.

FASSET is looking to appoint a Chief Operations Officer (COO) for a fixed-term contract ending on 31 March 2030. This executive role involves providing leadership across the organisation's operational portfolio, supporting the achievement of its strategic goals, and driving institutional performance and operational excellence. The position is based in Randburg, Gauteng.

Minimum Requirements

  • A relevant qualification (NQF 8 equivalent) in Public Administration, Commerce, Finance, Operations Management, Strategic Management, or a related field.
  • A minimum of 10 years' senior management experience.
  • A minimum of 5 years' experience as a Chief Operations Officer within a SETA or a Public Entity, OR 5 years of relevant executive management experience in the SETA environment.
  • Proven experience within a SETA or the broader skills development/public entity sector.
  • Extensive knowledge of the Skills Development legislation, PFMA, Treasury Regulations, King V, governance and compliance frameworks, and public sector performance management systems.

Key Responsibilities

The successful candidate will:

  • Provide executive leadership and oversight for FASSET’s operational functions and programmes.
  • Assist the CEO in formulating the strategic plan (SP) and annual performance plan (APP) to set goals for performance and growth.
  • Drive operational excellence, service delivery, and organisational performance.
  • Ensure effective implementation of strategic and operational plans aligned with national commitments.
  • Lead institutional performance management and programme delivery at both national and provincial levels.
  • Oversee and manage monthly, quarterly, and annual performance reporting to ensure compliance.
  • Strengthen operational governance, compliance, and accountability in line with the PFMA and related legislation.
  • Build and maintain strategic relationships with the Department of Higher Education and Training (DHET), industry stakeholders, professional bodies, employers, and strategic partners.
  • Lead organisational transformation, innovation, and continuous improvement initiatives.
  • Ensure sound operational risk management and performance monitoring systems.
  • Drive alignment between operations, strategy, finance, and stakeholder expectations.
  • Lead and inspire high-performing multidisciplinary teams and foster a culture of accountability and excellence.
  • Maintain relationships between the Accounting Authority, CEO, Management, DHET, and other key stakeholders.
