Opportunity Overview
Correctional Services is seeking to appoint a Deputy Commissioner for Development at its National Head Office in Pretoria. This senior managerial position plays a crucial role in overseeing and enhancing the rehabilitative services offered within the department.
The successful candidate will be responsible for leading the provision and development of psychological, social work, and spiritual care programmes for offenders, contributing significantly to their personal growth and reintegration into society.
Minimum Requirements
To be considered for this senior position, applicants must meet the following criteria:
- An undergraduate qualification (NQF level 7) in Behavioural Sciences/Social Sciences or an equivalent field.
- A minimum of 5 years' experience at a Senior Managerial level within a similar environment.
- Possession of a compulsory certificate for entry into the Senior Management Services (SMS), obtained from the National School of Government (NSG), which is required prior to appointment.
- Successful Security Clearance.
- Computer literacy.
- A valid driver's licence.
- Required Knowledge includes:
- Understanding the dynamics of the Justice Cluster.
- Familiarity with public service policy and related legislative frameworks, including the Public Service Act and Regulations, Public Finance Management Act, and Correctional Service Act 111 of 1998 (as amended).
- Key Competencies and Attributes: Applied Strategic Thinking, Professional Values and Attitudes, Leadership, Knowledge of PFMA (budget compilation, estimation, expenditure, and reporting), Communication, Presentation, Report Writing, Problem Solving, Negotiation, Organising Skills, Service Delivery Standards, Developing Others (coaching, mentoring, training), Project and Programme Management, Decision Making, Networking/Liaison with Stakeholders, Conflict Management, Analytical Thinking, Policy Development, Analysis, Monitoring, Evaluation, and Implementation Advice.
Key Responsibilities
The Deputy Commissioner: Development will undertake a range of duties, including:
- Managing the provision and delivery of psychological services within the department.
- Developing, designing, and managing psychological programs for offenders.
- Developing and managing therapeutic and counselling services.
- Managing the provision and delivery of social work services within the department.
- Ensuring the development, alignment, implementation of, and compliance with departmental policies, procedures, and applicable legislation pertaining to social work services.
- Ensuring the provision, maintenance, and enhancement of social work programmes and services according to established standards.
- Managing and coordinating the provision and delivery of spiritual care services.
- Managing the design and development of spiritual care programs.
- Ensuring the implementation of systems and tools for effective spiritual care functioning.
- Overseeing the management of performance information.
- Managing human resources, finances, and assets within the development portfolio.
