Opportunity Overview

Cooperative Governance is inviting applications for an Assistant Director position in Revenue Management. This role is based in Pretoria and is integral to enhancing municipal revenue collection and financial stability across the country.

This opportunity offers an annual remuneration of R487 197, reflecting a Level 09 appointment. The successful candidate will play a critical part in developing and implementing strategies to improve financial management within municipalities.

Minimum Requirements

Candidates must meet the following criteria to be considered for this position:

  • Education: A 3-Year National Diploma or Bachelor’s Degree in Finance, or an equivalent qualification recognised at NQF level 6/7 by SAQA.
  • Experience: 3-5 years of experience in a related field.
  • Computer Literacy: Proficient in Microsoft Office packages, including MS Word, MS PowerPoint, MS Teams, MS Excel, and Outlook.
  • Generic Competencies: Demonstrated ability in Planning and Organising, Coordination, Problem Solving & Decision Making, Project Management, People Management & Empowerment, Client Orientation & Customer Focus, Team Leadership, Diversity Management, and strong Communication (Verbal & Written) skills.
  • Technical Knowledge: In-depth understanding of the Municipal Finance Management Act (MFMA), Treasury Regulations, Division of Revenue Act (DoRA), Public Finance Management Act (PFMA). Comprehensive knowledge of Provincial and Local Government legislation and systems, Policy development, Public Private Partnerships, Revenue and debt management, Audit management, and Poverty alleviation and job creation strategies.

Key Responsibilities

The Assistant Director: Revenue Management will be responsible for:

  • Developing and implementing revenue enhancement initiatives to improve revenue collection in municipalities.
  • Coordinating reports on the payment of government debt to municipalities.
  • Reporting on the credibility of credit controls and debt policies, including their by-laws, in municipalities.
  • Coordinating and developing municipal debt collection strategies and financial recovery plans.
