Opportunity Overview

The Department of Communications and Digital Technologies (DCDT) is inviting applications for a permanent Deputy Director position in Broadcasting Technologies and Services. This role is based in Pretoria, Hatfield, and offers a substantial annual remuneration package.

This position is central to managing and coordinating the design and implementation of broadcasting technologies and strategies that support the DCDT's strategic goals. The successful candidate will contribute to shaping the future of broadcasting in South Africa, overseeing critical initiatives like national infrastructure projects, digital migration, and the adoption of emerging technologies.

Minimum Requirements

Candidates must meet the following criteria:

• Education: An undergraduate qualification (NQF level 7) in Broadcasting, Telecommunications, ICT, Engineering, Communication and Media studies, or an equivalent relevant field recognised by the South African Qualifications Authority (SAQA).
• Experience: A minimum of three (3) years of experience in a Broadcasting, Telecommunications, ICT, or Engineering relevant environment at Assistant Director level or middle management.
• Skills and Knowledge:
• Understanding of digital broadcasting, signal distribution, and Broadcasting Engineering Principles.
• Expertise in Broadcasting Infrastructure Development and Digital Migration.
• Proven ability in Stakeholder Management and Collaboration, as well as Monitoring and Evaluation.
• Demonstrated competencies in Acceptance of Responsibility, Communication, Initiatives, Job Knowledge, Planning and Execution, Quality of work, Reliability, and Teamwork.

Key Responsibilities

The successful candidate will be responsible for:

• Managing and coordinating the design and implementation of Broadcasting Technologies programmes and strategies to achieve DCDT strategic objectives.
• Contributing technical insights to the development of Broadcasting Technologies programmes, strategies, and plans.
• Coordinating the planning and implementation of national broadcasting infrastructure projects.
• Coordinating the implementation of South Africa’s digital migration strategy from analogue to digital broadcasting.
• Managing the efficient use of broadcasting spectrum to enhance service quality and expand access.
• Providing support on the development and review of policies, regulations, and technical standards governing broadcasting services and technologies.
• Supporting initiatives for the adoption and integration of emerging broadcasting technologies, such as IPTV, OTT (Over-the-Top) services, and 5G broadcasting.
• Collaborating with industry stakeholders, including public and private broadcasters, content creators, regulatory bodies (ICASA), and international broadcasting organisations.
• Conducting oversight monitoring on the implementation of projects and programmes within the broadcasting infrastructure directorate.
• Undertaking project management, managing financial resources, driving change, and operational excellence.
