Opportunity Overview
Capenature is offering a significant opportunity for a Quality Assurance Manager within its Supply Chain Management (SCM) function, located in the Cape Town office in Bridgetown. This is a contract position for three years, joining the Finance team.
The role is critical in ensuring that all procurement processes at Capenature meet the highest standards of compliance. The successful candidate will be responsible for developing, implementing, and maintaining a robust quality assurance framework, ensuring strict adherence to applicable legislation such as the Public Finance Management Act (PFMA), Treasury Regulations, and the Preferential Procurement Policy Framework Act (PPPFA), as well as internal policies.
Minimum Requirements
- Qualifications: Bachelor’s Degree or equivalent NQF Level in Finance, Accounting, or Auditing.
- Experience:
- Minimum 5–8 years’ experience in Supply Chain Management or Financial Management.
- At least 3 years in a supervisory or management role.
- Proven experience in SCM compliance, audits, and policy development.
- Experience within the public sector or a public entity environment is advantageous.

Key Responsibilities
- SCM Compliance & Quality Assurance:
- Develop and implement SCM quality assurance frameworks and systems.
- Monitor compliance with SCM policies, procedures, and legislative requirements.
- Conduct pre- and post-award compliance reviews on procurement.
- Ensure adherence to bid processes (RFQs, tenders, deviations, contract management).
- Review bid documentation for completeness, accuracy, and audit readiness.
- Audit & Risk Management:
- Coordinate SCM internal and external audit processes.
- Address audit findings and implement corrective action plans.
- Identify SCM risks and develop mitigation strategies.
- Maintain a risk register specific to SCM.
- Policy & Procedure Development:
- Develop, review, and update SCM policies and Standard Operating Procedures (SOPs).
- Ensure alignment with National Treasury Instructions and best practices.
- Standardise SCM processes across the organisation.
- Reporting & Governance:
- Compile SCM compliance and quality assurance reports for management.
- Provide input into quarterly and annual financial and performance reports.
- Monitor irregular, fruitless, and wasteful expenditure and ensure proper reporting.
- Training & Capacity Building:
- Provide SCM compliance training to internal staff.
- Promote a culture of ethical procurement.
- Support bid committees (BEC, BAC) with compliance guidance.
- Continuous Improvement:
- Identify inefficiencies in SCM processes and recommend improvements.
- Implement best practices and innovation within SCM quality assurance.

This role is based in the Capenature office in Bridgetown, Cape Town, and focuses on ensuring the highest standards of compliance within Supply Chain Management. Day-to-day work involves developing comprehensive quality assurance frameworks, meticulously reviewing procurement documentation, and monitoring adherence to critical legislation like the PFMA, Treasury Regulations, and PPPFA. The manager will also coordinate internal and external SCM audits, manage identified risks, and play a key role in drafting and updating SCM policies. This position requires regular reporting on compliance and providing essential training and support to internal teams and bid committees, all within a focused, administrative environment.
