Opportunity Overview

The Western Cape Education Department (WCED) invites applications for the position of Director: Financial Accounting. This is a key management role within the Corporate Services branch, based in Cape Town.

This opportunity involves leading financial accounting functions within the department, ensuring compliance with legislative frameworks, and contributing to the effective management of departmental finances.

Minimum Requirements

  • An undergraduate qualification (NQF Level 7) as recognised by SAQA.
  • At least 5 years of experience at middle or senior management level.
  • Successful completion of the Certificate for entry into Senior Management Service (SMS).
  • A valid driver’s licence.
  • South African Citizen or Permanent Resident, or a Non-SA Citizen with a valid work permit.
  • Proficiency in at least two of the three official languages of the Western Cape.
  • Knowledge of applicable legislative and regulatory frameworks.
  • Knowledge of principles and practice of financial accounting.
  • Proven knowledge of financial statements.
  • Knowledge of tools and techniques for accounting and reporting.
  • Knowledge of government financial systems.
  • Knowledge of a systems approach to solving problems.
  • Knowledge of change management and people skills.
  • Computer literacy (Excel, Word and PowerPoint).
  • Ability to give clear direction in realising objectives and clear and concise communication.
  • Leadership, team building, and interpersonal skills.

Key Responsibilities

  • Act as the Departmental Accountant for the Western Cape Education Department.
  • Develop, implement, monitor, and review departmental accounting policies, procedures, and processes.
  • Reconcile and manage the Departmental Bank Account.
  • Manage own revenue policies, tariffs, systems, and procedures.
  • Perform month-end and year-end accounts closure processes.
  • Prepare Quarterly and Annual Financial Statements and supporting working.
