The South African Revenue Services (SARS), within its Taxpayer Engagement Operations Division in Pretoria, is seeking a dedicated Senior Officer for Risk Profiling. This vital role is situated within the Risk Profiling and Case Selection unit, offering an opportunity for a proactive and self-motivated individual of unquestionable integrity.

This position focuses on the critical task of identifying and profiling tax risks. The successful candidate will be responsible for executing complex assignments during the risk identification and profiling phases, contributing to the detailed risk profiling process that informs enforcement interventions.

Minimum Requirements

To be considered for this position, applicants must meet the following criteria:

  • Education & Experience:
  • A Bachelor's Degree / Advanced Diploma (NQF 7) in Taxation, Finance, Accounting, Auditing, or Economics with 5 to 7 years’ experience in compliance risk, customs, tax, risk profiling, audit, and investigation environments. Of this, 2 to 3 years must be at a technically skilled level.
  • OR A Senior Certificate (NQF 4) with 10 years’ related experience in compliance risk, customs, tax, risk profiling, audit, and investigation environments. Of this, 2 to 3 years must be at a technically skilled level.
  • Functional Experience:
  • 2 to 3 years’ experience in accounting, auditing, taxation, customs, investigation, forensic, anti-money laundering, cross-border payments, data analytics, fintech, digital payments, or a related compliance risk environment.
  • Ability to review and interpret selected financial, tax, customs, or third-party information to identify possible risk indicators and support preliminary risk confirmation, referral, or closure recommendations.
  • Advantageous Experience:
  • Exposure to one or more of the following areas: customs and tax risk analysis, cross-border payments, transfer pricing, customs valuation, illicit financial flows, trade-based money laundering, fintech/digital payments, crypto asset transactions, data matching, or complex non-compliance risk profiling.
  • Experience in financial crime risk analysis.

Key Responsibilities

The Senior Officer: Risk Profiling will be responsible for:

  • Conducting and analysing tax compliance behaviour across the taxpayer base.
  • Informing the recommendation of integrated, complex full-scope risk profiling cases for enforcement intervention.
  • Accumulating information to review work progress and contribute to reporting and decision-making.
  • Applying practical knowledge to identify trends and potential risks.
  • Observing and engaging on possible violations of procedures and escalating where necessary.
  • Communicating situational interpretations and judgements of work outputs and queries.
  • Applying policies, practices, standards, procedures, and legislation correctly.
  • Developing and maintaining productive working relationships with peers, SARS role players, and third parties.
  • Diagnosing symptoms, causes, and effects to solve emerging problems.
  • Identifying and assessing the level of non-compliance across all tax types.
  • Identifying and resolving queries and problems timeously, applying discretion within guidelines.
  • Identifying tax evasion schemes and potential risks, and recommending legal interventions.
  • Identifying, analysing, and interpreting non-compliance to profile high complex full-scope cases for enforcement.
  • Initiating process and procedural change, implementing it, and providing guidelines and support for new requirements.
  • Planning for value-added process improvements, initiatives, and services to deliver on operational strategy.

What the Work Involves

Working from the SARS offices in Pretoria, you will be part of the Taxpayer Engagement Operations division, reporting directly to a Compliance Risk Manager. Your daily work will involve in-depth analysis of tax compliance behaviour across various taxpayers. You will be instrumental in identifying and interpreting instances of non-compliance, using your expertise to build detailed risk profiles and recommend cases for enforcement actions.

This role requires a meticulous approach to reviewing financial, tax, customs, and third-party information to pinpoint potential risk indicators and identify tax evasion schemes. You will also be responsible for resolving queries, suggesting process improvements, and maintaining strong working relationships with colleagues and external stakeholders, all while ensuring adherence to legal and internal policy guidelines.
