Opportunity Overview
The South African National Roads Agency (SANRAL) invites applications for the crucial role of Transformation Manager. This is a permanent position based in Gauteng, offering an opportunity to drive significant change within a key national organisation.

The Transformation Manager will lead and manage comprehensive transformation initiatives, ensuring that strategies promoting diversity, inclusion, empowerment, skills development, and regulatory compliance are effectively developed, implemented, and monitored across all projects, programmes, and procurement processes.
Minimum Requirements
To be considered for this vital role, applicants must meet the following criteria:
- A minimum of a B-Tech or Degree in Built Environment, Business Management, or Project Management.
- A minimum of 10 years of relevant experience, obtained post-qualification.
- A minimum of five years' experience specifically in transformation within a construction or project management environment is an added advantage.
- Demonstrated experience in working with a variety of stakeholders, including local communities.
- Knowledge and practical experience in Labour Intensive Construction Methods (LICM).
Key Responsibilities
The Transformation Manager will be responsible for a range of strategic and operational duties, including:
- Developing transformation policies, implementation plans, annual targets, and Key Performance Indicators (KPIs) aligned with Horizon 2030.
- Identifying and implementing opportunities to increase the participation of targeted and emerging enterprises across SANRAL's operations.
- Managing transformation performance monitoring, including creating dashboards, scorecards, reports, gap analysis, and corrective action plans.
- Participating in identifying and prioritising projects suitable for service provider development using relevant management systems and personal knowledge.
- Preparing annual budgets and proposed programmes based on project requirements.
- Identifying projects suitable for contractors across all CIDB grades (1CE to 9CE).
- Engaging in identifying relevant projects to participate in the approved Contractor Development Programme.
- Managing and leading the development and implementation of the SANRAL Black Industrialist Scheme Programme.
- Ensuring that every SANRAL project incorporates all elements of the transformation programme.
- Verifying payment certificates related to transformation projects prior to approval.
- Identifying and listing all projects with risks related to non-transformation.
- Attending to all transformation-related queries on SANRAL business and third-party claims from the public.
- Participating in procurement stages to embed transformation requirements in bid committees, monitoring supplier demographics, participation, and relevant spend.
- Preparing relevant scope documentation for appointing service providers for Transformation unit activities.
- Attending site inspections and briefing service providers on required services in compliance with transformation outcomes.
- Collaborating with other SANRAL business units on procurement matters for transformation purposes.
- Compiling transformation-related memorandums for approval by internal SANRAL structures.
- Implementing Contractor Development Programmes, supplier development initiatives, and capacity-building programmes for emerging and black-owned contractors.
- Ensuring SANRAL projects generate and contribute to community development programmes, adding value to local economic opportunities, targeted labour maximisation, and enterprise development.
- Managing the mentoring and training of identified candidate contractors for Contractor Development Programme and Black Industrialist Schemes.

As Transformation Manager, you will be at the forefront of implementing SANRAL's strategic objectives for diversity, inclusion, and economic empowerment. Your daily work will involve a combination of strategic planning, policy development, and hands-on project oversight. You will be responsible for crafting and embedding transformation objectives into all aspects of SANRAL's operations, from major road infrastructure projects to internal procurement processes.
This role requires close engagement with various stakeholders, including internal SANRAL business units, external service providers, contractors, and local communities. You will be tasked with monitoring performance using detailed reports and dashboards, conducting gap analyses, and implementing corrective actions to ensure targets are met. The work environment will involve both office-based strategic development and active participation in procurement committees and site inspections to ensure transformation outcomes are realised on the ground. You will also manage and resolve transformation-related queries and claims, contributing directly to redress and sustainable growth within the industry.
