Opportunity Overview

The South African Local Government Association (SALGA) is offering an opportunity for a Senior Advisor focused on Inclusive Communities. This role is based in Cape Town, Western Cape, and is critical to supporting municipalities in their efforts to build healthier, more inclusive communities and strengthen local services.

The successful candidate will report to the Provincial Director of Operations and be responsible for developing and implementing programmes and projects aimed at improving the health and well-being of individuals, fostering community development and cohesion, enhancing the inclusion of vulnerable groups, and boosting public safety and security within local government structures.

Key Responsibilities

The Senior Advisor: Inclusive Communities will undertake a range of duties, including:

  • Assisting municipalities with community development, including social services, social cohesion, social infrastructure, and access for communities.
  • Mainstreaming transversal issues such as HIV/AIDS, gender, youth, disability, the elderly, and children.
  • Addressing primary health care and municipal health care issues, with a focus on environmental health.
  • Supporting safety and security initiatives, encompassing compliance, proactive prevention, policing, and emergency management services.
  • Engaging in Human Development, covering areas like sports, recreation, arts and culture, and poverty alleviation.
  • Providing policy and guidelines input, as well as on-the-ground support to municipalities.
  • Supporting municipalities in creating safe communities.
  • Facilitating and assisting municipalities in developing and aligning policies to best practices.
  • Facilitating the establishment of provincial support structures/mechanisms, such as District Aids Councils.
  • Establishing technical committees on primary health care and municipal health.
  • Advising and supporting municipalities regarding Section 78 processes.
  • Assisting municipalities in developing community safety plans.
  • Coordinating and engaging in sport and recreational activities to contribute to Human Development.
  • Providing input to the National Office based on observations from municipal practices to aid in policy development.
  • Collecting and documenting best practices for integration into SALGA's national approach.
  • Implementing the Social Development Policy developed through SALGA's national structure.
  • Collating information to support national-level SALGA with best practice and current approaches on primary health.
  • Conducting audits on existing Municipal Health by-laws.
