Opportunity Overview

The Road Traffic Infringement Agency (RTIA) is inviting applications for a permanent Manager position within its Supply Chain Department. This role is integral to the Agency's operations, focusing on the critical areas of logistics, contract, and asset management.

This is an opportunity to join the RTIA and contribute to the effective management of its supply chain functions. The successful candidate will play a key leadership role in ensuring compliance, efficiency, and strategic execution across various operational domains.

Minimum Requirements

Candidates must meet the following criteria:

  • Education:
  • An NQF Level 7 qualification in Supply Chain Management, Logistics, Public Finance, Financial Management, or an equivalent field.
  • Registration with CIPS will be considered an added advantage.
  • Experience:
  • A minimum of 3 to 5 years of experience in Supply Chain Management, Demand Management, Acquisition Management, Procurement, or a related field.
  • At least 3 years of this experience must have been at a supervisory or junior management level.
  • Proven experience in strategic sourcing, contract management, bid management, and supplier relationship management.
  • Demonstrated experience in managing and leading teams.

Key Responsibilities

The successful candidate will be responsible for a range of duties, including:

  • Contract Management:
  • Ensuring the clearing of outstanding commitments and purchase orders.
  • Developing and managing the contract database.
  • Approving captured contract details on the contract module.
  • Monitoring the development of contracts and Service Level Agreements (SLAs).
  • Managing the implementation of General Conditions of Contracts and Special Conditions of Contract, ensuring compliance on deliverables.
  • Ensuring the proper functioning of the Bid Adjudication Committee.
  • Logistics Management:
  • Ensuring the procurement of stock and setting of inventory levels.
  • Developing and managing the stores system for delivery, issuing, and updating records.
  • Ensuring that requested goods and services are received and distributed to end-users.
  • Managing logistics for warehousing, transport, accommodation, and travel arrangements.
  • Providing communication services for cell phone contracts and managing the procurement of travelling services.
  • Providing review of vendor performance.
  • Asset Management:
  • Providing proper guidance on the maintenance of the asset register.
  • Managing the procurement of assets in alignment with the demand management plan.
  • Verifying the lifespan for asset replacement on the asset system before procurement.
  • Managing the process of asset verification and updating the asset system.
  • Managing asset disposal by developing obsolescence planning.
  • Maintaining a database of redundant material and inspecting material for potential re-use.
  • Managing reconciliation of the fixed assets register for disclosure of capital expenditure.
  • Managing and ensuring monthly reports are generated and submitted.
  • Quality Control, Performance Review, Risk Management and Internal Control:
  • Ensuring the implementation of the Risk Register, Standard Operating Procedures, Policies, Delegation of Authority, and proper implementation of National Treasury Directives/guidelines and instructions.
  • Management of Employees:
  • Ensuring proper implementation of leave provisions and working hours.
  • Providing supervisory roles to staff.
  • Reporting:
  • Ensuring reporting of all Logistics, Contract, and Asset Management functions.
  • Ensuring proper recording of contracts, Fixed Asset Register, Purchase Order Register, Loss Control Committee, and Bid Adjudication Committee.
