Opportunity Overview
The Road Traffic Infringement Agency (RTIA), established under the AARTO Act of 1998, plays a vital role in promoting road traffic quality across South Africa. The agency is responsible for discouraging traffic contraventions, managing infringement adjudications, supporting prosecution of road traffic offences, and implementing the points demerit system.
RTIA is seeking to appoint additional two members and a Committee Chairperson to serve on its Audit and Risk Committee. This committee is established in accordance with section 77 of the Public Finance Management Act 1 of 1999 and provides crucial independent oversight and advice to the RTIA Board.
Minimum Requirements
Applicants must meet the following mandatory criteria:
- A relevant postgraduate qualification at NQF level 8 or higher in accounting, internal auditing, financial management, risk management, information technology, governance, or a closely related field.
- At least 10 years’ senior or executive management experience.
- A minimum of 5 years’ service on boards, audit and risk committees, or comparable oversight structures.
- In-depth knowledge of internal audit as an independent governance assurance function, including the Public Finance Management Act (PFMA), Treasury Regulations, IIA Standards, King IV™, and oversight of the Chief Audit Executive.
- Demonstrated public-sector governance experience and sound knowledge of the PFMA and Treasury Regulations.
- Independence from RTIA, with the ability to disclose and manage actual, potential, or perceived conflicts of interest.
Key Responsibilities
The successful candidates will be responsible for:
- Providing independent oversight and advice to the RTIA Board on financial reporting.
- Offering guidance on internal control and overall governance frameworks.
- Advising on risk management strategies, including enterprise-wide risk, fraud, and cyber risk management.
- Ensuring compliance with relevant regulatory requirements.
- Providing assurance on the effectiveness of internal and external audit processes.
- Regulating and discharging all responsibilities as contained in the committee charter.
What the Work Involves
This role involves providing strategic oversight and advisory services to the RTIA Board. Independent members of the Audit and Risk Committee will critically review and guide the agency's practices, ensuring robust financial integrity, effective risk mitigation strategies, and adherence to all pertinent legislative and governance frameworks, such as the PFMA.
Committee members will engage in high-level discussions, preparing for and attending committee meetings. The committee is expected to meet at least four times per annum, with the possibility of additional meetings, up to eight times per year, as deemed necessary by the Chairperson.
