Opportunity Overview
The National Home Builders Registration Council (NHBRC) is offering a permanent opportunity for a Tender and Contracts Administrator based in Sunninghill. This vital role ensures that all tender and contract activities are executed compliantly, adhering to National Treasury standards, regulations, and relevant prescripts.
This position is integral to the NHBRC's Supply Chain Management unit, providing essential administrative support and ensuring the smooth and transparent processing of procurement activities. The successful candidate will play a key role in upholding good governance and accountability within the organisation's tendering processes.
Minimum Requirements
To be considered for this opportunity, applicants must meet the following criteria:
- Matric/Grade 12 Certificate
- A three (3) Year National Diploma (NQF 6) in Supply Chain, Purchasing, Procurement, Logistics, or Public Management
- Minimum of three (3) years of tender process administration experience
Key Responsibilities
The Tender and Contracts Administrator will be responsible for a range of duties, including but not limited to:
- Providing administrative support to the Supply Chain Management tender management unit.
- Assisting business sections/units in completing proper specifications and terms of reference for tenders.
- Advertising and monitoring the tender process to ensure compliance with Treasury Regulations and Supply Chain policies.
- Administering briefing sessions and coordinating site visits.
- Issuing bid reference numbers and managing bid closings.
- Conducting public tender reading, managing bid receiving and opening.
- Requesting CSD reports to confirm bidder information.
- Developing checklists and conducting compliance checks for bids.
- Distributing complete and accurate full bid packs according to policy.
- Performing procurement evaluations for all tender types, including consideration of local production and content requirements.
- Coordinating Bid Evaluation Committee (BEC) meetings, presenting bids, and guiding the BEC on technical evaluations.
- Taking and distributing meeting minutes.
- Coordinating the completeness of tender documentation within the organisation.
- Notifying bidders of tender results and updating the company’s tender register.
- Providing information to update progress in line with the organisational procurement plan.
- Processing documentation according to company policies and procedures and document control principles.
- Managing the filing, storage, and security of tender documents, and maintaining records of meetings.
- Compiling Bid Evaluation reports for submission to the Bid Adjudication Committee (BAC).
- Providing input on Tender and Contract Management policies, procedures, and process flows.
- Responding to audit queries and providing input into SCM policy and processes.
- Guiding business units on tender processes.
- Issuing appointment letters and contract forms, and instructing the legal department to draft SLAs.
- Assisting with remedial actions for non-conformance to SLAs.
- Building and maintaining internal and external relations, providing support to stakeholders, and guiding business units on compliance.
- Responding to post-tender briefing queries and providing debriefing to unsuccessful bidders.
- Ensuring timeous submission of performance agreements and reviews.
What the Work Involves
As a Tender and Contracts Administrator, you will primarily work within an office environment in Sunninghill, providing crucial administrative and procedural support to the NHBRC's Supply Chain Management unit. Your day-to-day activities will revolve around the detailed and meticulous management of tender processes, from initial advertisement to contract award.
You will be responsible for ensuring that every step of the tendering process, including briefing sessions, bid submissions, evaluations, and compliance checks, strictly adheres to National Treasury regulations and internal policies. This involves coordinating with various business units to develop accurate tender specifications, managing extensive documentation, and facilitating meetings for bid evaluation committees. You will regularly report to the Specialist: Acquisition Management, contributing significantly to the organisation’s procurement transparency and efficiency.
