Opportunity Overview

The National Credit Regulator (NCR) was established to regulate the South African credit industry under the National Credit Act 34 of 2005. Its critical mandate includes educating the public, conducting research, developing policy, registering industry participants like credit providers and debt counsellors, investigating complaints, and enforcing the Act. The NCR also champions the development of an accessible credit market, particularly for historically disadvantaged and low-income individuals, as well as remote communities.

This opportunity is for a dedicated Junior Compliance Analyst to join the NCR team. The role is pivotal in ensuring compliance across various aspects of the credit industry, contributing directly to the NCR's mission of fair and responsible lending practices in South Africa.

Minimum Requirements

To be considered for this position, applicants must meet the following criteria:

  • Hold a relevant Legal Degree or Commercial Degree/Diploma.
  • A minimum of 3 years relevant working experience in the financial regulatory or compliance environment.
  • Possess a valid driver’s license.
  • An advanced qualification and/or certification in Compliance will be an added advantage.

Key Responsibilities

The successful candidate will be responsible for a range of compliance-focused duties, including:

  • Monitoring compliance with the National Credit Act (NCA) and registration conditions by credit providers, including tracking statutory returns and reports.
  • Monitoring non-compliance issues reported by credit providers and ensuring enforcement steps are taken when necessary.
  • Monitoring compliance with the NCA and registration conditions by Alternative Dispute Resolution Agents.
  • Reviewing compliance risk analysis and quality assurance on reports submitted by Compliance Officers.
  • Performing media report analysis for specified credit providers and presenting findings to management.
  • Preparing draft information and data requests as required by management.
  • Identifying non-responsive credit providers, planning logistics for onsite visits, and recommending corrective measures.
  • Supporting the Compliance Analyst in arranging logistical requirements for compliance educational workshops.
  • Conducting workshops for Credit Providers and Alternative Distribution Resolution Agencies.
  • Assisting with the review of departmental procedures and policies.
  • Conducting market conduct research and compiling reports on overall findings.
  • Monitoring compliance with guidelines, policies, and procedures by the team.
  • Providing guidance, training, and support to Compliance Officers and Data Capturers.
  • Supporting management in people and departmental performance management, and the compilation of relevant departmental reports.

What the Work Involves

As a Junior Compliance Analyst, you will play an active role in maintaining the integrity of South Africa's credit market. Your daily tasks will involve a blend of detailed analytical work, such as reviewing statutory reports, conducting risk analyses, and researching market conduct. You will also be preparing information requests for management and analysing media reports related to credit providers.

A significant part of the role includes proactive enforcement and education. This means identifying instances of non-compliance, planning and coordinating onsite visits to credit providers, and recommending corrective actions. You will also be involved in facilitating and conducting educational workshops for industry participants. The role requires collaboration, as you will work closely with Compliance Analysts, provide support to other team members, and assist management with departmental reporting and performance.
