The National Credit Regulator (NCR) was established under the National Credit Act 34 of 2005 to regulate the South African credit industry. Its vital work includes education, research, policy development, registering industry participants, investigating complaints, and enforcing the Act. This opportunity invites suitable candidates to apply for the position of Human Resources Officer. This role is central to supporting the NCR's operations by ensuring efficient and effective human resources functions are in place for its staff and management.

Minimum Requirements

Candidates must meet one of the following educational and experience criteria:

  • A relevant three (3) year Degree/National Diploma, coupled with three (3) years of relevant experience in a Human Resources environment.
  • OR Grade 12 coupled with 10 years of working experience as an HR Generalist.

Key Responsibilities

The successful candidate will be responsible for:

  • Providing HR support and services to managers and staff in HR related matters.
  • Managing the full end-to-end recruitment function at all levels.
  • Administering the performance management process completely.
  • Ensuring effective administration of Training and Development for staff and reporting to the relevant SETA.
  • Preparing and processing the monthly payroll for employees.
  • Reviewing and ensuring the accuracy of approved payroll inputs.
  • Conducting variance analysis to ensure payroll is accurate and providing appropriate reasons for variances.
  • Obtaining monthly sign-off of payroll from Divisional Managers prior to closure and release.
  • Administering leave by ensuring that accrued leave balances are accurately and timeously accounted for.
  • Supporting the compilation of data for the submission of EE and BBBEE plans.
  • Compiling all relevant reports and statistics as required.
  • Ensuring that the organogram is updated and accurate.
  • Handling any other ad-hoc statistics and information requests.
  • Performing HR administration and maintaining accurate and confidential employee records.

What the Work Involves

As a Human Resources Officer, you will provide essential daily HR support, managing various aspects of employee life cycles within the NCR. This includes overseeing the full recruitment process from beginning to end, ensuring that performance management cycles are administered effectively, and coordinating staff training and development activities. A significant part of your role will involve meticulous payroll preparation and processing, including reviewing inputs, conducting variance analyses, and obtaining necessary approvals. You will also manage employee leave records and contribute to compliance by compiling data for EE and BBBEE plans. The work involves maintaining accurate and confidential employee information and providing general HR administration within an office environment, potentially utilising systems like Sage 300 People.
