Opportunity Overview

The Kwazulu Natal Department of Health is seeking a highly experienced and dedicated individual for the role of Chief Director within its District Health Services cluster. This is an executive-level position focused on strategic leadership and management within the eThekwini Health District.

Minimum Requirements

To be considered for this vital role, applicants must meet the following criteria:

  • An undergraduate qualification (NQF Level 7) in Health.
  • A degree or diploma in Health Management, OR a degree or diploma in General Management.
  • A minimum of five (5) years’ experience in a senior management position.
  • An unendorsed valid driver’s license.
  • Proof of computer literacy with proficiency in Microsoft software applications.
  • An undergraduate qualification (NQF Level 7) in Clinical Health Science.
  • Current registration with the relevant health professional body.
  • Experience in primary health care and the district health system.

Additional qualifications such as a post-graduate qualification in Public Health or a Master's in Business Management, and Project Management skills, are considered beneficial.

Key Responsibilities

The Chief Director will be responsible for a range of strategic and operational duties, including:

  • Providing strategic leadership based on relevant policy imperatives.
  • Ensuring the development, implementation, monitoring, and evaluation of an Annual District Health Services Delivery Plan.
  • Accounting for the delivery of health services in the eThekwini District in terms of planned initiatives.
  • Coordinating and facilitating processes to prioritise health service delivery initiatives.
  • Allocating concomitant resources amongst health facilities in the eThekwini District, whilst promoting service delivery equity.
  • Monitoring and evaluating health service delivery within the eThekwini District.
  • Identifying high-risk areas and facilitating timely corrective action where required.
  • Providing transversal clinical support and other support services to institutions.
  • Ensuring the development of an innovative and human rights-sensitive approach.

What the Work Involves

Reporting to the Chief Director: District Health Services at Head Office, the successful candidate will play a central role in shaping and overseeing health service delivery across the eThekwini District. This involves leading a highly effective team to ensure integrated, efficient, and equitable health services, particularly through the Primary Health Care approach.

Day-to-day work will involve providing strategic direction to institutions, mediating resource allocation, and assessing the performance of the District Health System. The role requires analysing complex management data to inform decisions, developing innovative solutions for service delivery challenges, and interacting with a wide range of stakeholders, including other organs of state and external partners. A key focus will be on addressing the challenges facing the public health sector, such as poverty, resource limitations, and diseases like TB, HIV, and AIDS, while also working to improve audit outcomes. The working environment will be dynamic, blending strategic planning and oversight with direct engagement in the district's health facilities and with various stakeholders.
