Opportunity Overview

The Department of Employment and Labour is seeking a dedicated Deputy Director for Labour Centre Operations at its Barberton Labour Centre. This pivotal role involves overseeing the effective delivery of the department's mandate, managing centre resources, and ensuring compliance with all relevant policies and legislation.

The successful candidate will play a crucial role in enhancing service delivery, representing the department in various key stakeholder forums, and implementing strategic improvements to labour centre operations. This is an opportunity to contribute significantly to public service and labour market operations.

Minimum Requirements

  • Education: Three (3) years National Diploma (NQF 6) or an Undergraduate bachelor’s degree (NQF 7) in Financial Management, Accounting, Human Resource Management, Labour Relations, Social Science, Engineering Sciences, Public Administration/Management, Business Administration/Management, Operations Management, Project Management, OR a three (3) years Legal qualification.
  • Experience: Five (5) years’ experience, of which two (2) years must be at an Assistant Director level and three (3) years functional experience in a Labour Market Operations or Service delivery environment.
  • Licence: Valid Driver’s license.
  • Knowledge: Public Finance Management Act, Treasury Regulations, Supply Chain Management processes, Asset Management, all labour Legislations, Departmental Policies and Procedures, Public Service Regulations, Batho Pele Principles.
  • Skills: Management, Computer, Presentation, Communication (both verbal and written), Interpersonal, Conflict Management, Leadership, Project Management, Diversity Management, Change Management, Monitoring and Evaluation.

Key Responsibilities

  • Manage the service delivery objectives as per the mandate of the Department of Employment and Labour.
  • Represent the Department in key stakeholder forums, including interdepartmental structures of government and municipalities, in line with the District Development Model (DDM).
  • Implement and manage service delivery improvement interventions.
  • Manage all resources of the Labour Centre.
  • Manage and ensure compliance with all HRM policy directives and legislation, including the Public Service Act and Regulations.

Based at the Barberton Labour Centre, this role requires a hands-on manager to oversee daily operations and strategic objectives. You will be responsible for ensuring that the centre meets its service delivery targets, effectively managing all allocated resources, and maintaining strict adherence to human resource policies and public service regulations.

A key aspect of the role involves representing the Department in interdepartmental government structures and municipal forums, contributing to broader government initiatives like the District Development Model. The work environment is within a Labour Centre, focusing on operational management and stakeholder engagement to enhance service delivery for the public.
