Opportunity Overview

The Johannesburg Social Housing Company (JOSHCO) is a registered Social Housing Institution, accredited by the Social Housing Regulatory Authority (SHRA). JOSHCO's core mandate involves developing and managing affordable rental housing for the lower market, playing a vital role in addressing the housing backlog within the City of Johannesburg.

JOSHCO invites suitably qualified and experienced individuals to apply for the permanent position of Financial Reporting Specialist within the Office of the CFO. This role is crucial for managing the company's financial reporting function, including project costing, work in progress, and the commitment register. The specialist will ensure strict compliance with legislative requirements such as the MFMA, GRAP, and taxation regulations.

Minimum Requirements

Interested applicants must meet the following criteria:

  • A Bachelor’s Degree in Finance, Accounting, or a related field at National Qualifications Framework (NQF) Level 7.
  • Must be a Chartered Accountant (CA(SA)).
  • A minimum of 3 years of experience in a financial reporting and/or external audit environment.

Advantageous experience:

  • Working in a public service or local government environment.
  • Capital/infrastructure development experience.
  • Financial Modelling skills.

Key Responsibilities

The Financial Reporting Specialist will be responsible for, but not limited to, the following tasks:

  • Ensuring the accuracy and reliability of financial reporting for various stakeholders including EXCO, Annual Financial Statements (AFS), National Treasury, City of Johannesburg, and the Budget office.
  • Compiling monthly, quarterly, and annual financial reports for the Chief Financial Officer (CFO).
  • Analysing and interpreting financial results from management information for performance measurement.
  • Preparing interim and year-end financial statements and coordinating the preparation and review of relevant schedules.
  • Developing plans for the preparation of interim and annual financial statements.
  • Liaising with relevant stakeholders at the City of Johannesburg regarding Annual Financial Statement requirements.
  • Developing action plans to address audit findings related to financial reporting.
  • Identifying key risk areas, maintaining a risk register, and implementing mitigating actions.
  • Developing systems to identify and assess potential risks within the financial system.
  • Liaising with auditors and managing the audit process.
  • Developing and reviewing policies and procedures related to the financial reporting function.
  • Ensuring the integrity of the work in progress and commitment register.
  • Maintaining the integrity of the trial balance and reconciliations.
  • Collaborating with other staff members to maintain project accounting, budgeting, and capital planning systems.
  • Implementing ideas, procedures, or systems for improving communications, tracking, or other business systems or methods.
  • Collecting and analysing financial data.
  • Conducting market research to support future business planning.
  • Developing financial models to ensure cost-effectiveness, quality, and productivity.
