Opportunity Overview

The Industrial Development Corporation (IDC) is seeking an Energy Infrastructure Specialist for a 40-month fixed-term contract. This role is crucial in facilitating the progress of strategic integrated projects within the energy sector, helping them move from early development stages to financial close and construction.

The specialist will focus on identifying and resolving obstacles that hinder project development, contributing to activities such as feasibility studies, project structuring, and risk identification. The goal is to enhance the readiness and bankability of energy projects registered in the preparation pipeline, ensuring their smooth progression and success.

This position involves extensive collaboration with stakeholders across both private and public sectors. The successful candidate will play a key role in managing, monitoring, and reporting on project costs, risks, timelines, and delivery milestones, while also supporting the preparation of vital reports for Senior Management.

Minimum Requirements

  • Qualifications: NQF Level 8 qualification in Electrical, Mechanical, or Chemical Engineering degree, or an equivalent qualification related to the Energy sector.
  • Experience: 5–8 years of industry experience.

Key Responsibilities

  • Conduct site visits to registered projects and prepare detailed due diligence reports on project status, technical readiness, implementation progress, and key risks.
  • Identify, assess, and proactively address impediments affecting strategic integrated energy projects and those in the preparation pipeline, facilitating progress towards financial close and construction.
  • Contribute to feasibility studies, project structuring, risk identification, and packaging of energy projects to enhance their bankability and investment readiness.
  • Support the development and preparation of projects in other sectors as required.
  • Identify permitting and regulatory risks early in the project lifecycle, implement mitigation measures, and escalate critical issues to relevant authorities.
  • Oversee and coordinate the full permitting and licensing lifecycle for energy projects, engaging with environmental authorities, regulators, municipalities, and utility entities.
  • Facilitate collaboration and alignment across private and public sector stakeholders to ensure effective project progression.
  • Lead and participate in stakeholder engagements, meetings, and sector forums to gather project information, address challenges, and provide actionable recommendations.
  • Develop, maintain, and enhance risk registers, project tracking tools, and unlocking dashboards for effective monitoring and decision-making.
  • Monitor, track, and report on project risks, timelines, milestones, and delivery performance.
  • Develop and implement best-practice processes to systematically address bottlenecks and delays in project implementation.
  • Design and execute communication and follow-up strategies to expedite permitting decisions and maintain project momentum.
  • Keep abreast of legislative, regulatory, and policy developments in the energy sector and provide advisory input.
  • Ensure accurate and timely integration of project and permitting status into the Infrastructure South Africa (ISA) Pipeline Management system.
  • Prepare high-quality reports, briefs, and submissions for Senior Management.
