Opportunity Overview

The Department of Employment And Labour is inviting applications for a Senior Practitioner in Human Resource Development (HRD) & Performance Management. This is a crucial three-year contract position based at the Provincial Office in Parktown, Gauteng, for the 2026 intake.

This role is integral to coordinating key HR initiatives within the province, including the implementation of HRD programmes and the Performance Management System. It also focuses on supporting the next generation of professionals by actively implementing internship and learnership programmes.

Minimum Requirements

  • An undergraduate qualification in Human Resource Management / Development / Training and Development / Management of training / Public Management / Industrial and Organisational Psychology at NQF Level 6 as recognised by SAQA.
  • Two (2) years’ functional experience in Human Resource Management Development /Training and Development /Performance Management Services.
  • Knowledge of: Public Service Act (PSA), Public Service Regulations (PSR), Public Finance Management Act (PFMA), Human Resource Development Policies, Human Resource Systems (PERSAL), Skills Development Act (SDA), Skills Development Levies Act (SDLA), Labour Relations Act (LRA), Basic Conditions of Employment Act, Employment Equity Act (EEA), Protection of Personal Information Act (POPIA), Project Management, Diversity Management and OD-ETDP.
  • Skills in: Communication (Verbal and Written), Computer Literacy, People Management, Project Management, Presentation, Report writing, Time Management, Design and Development, Organizing and Planning, Problem Solving.
  • A driver’s license will be an added advantage.

Key Responsibilities

  • Coordinate the implementation of Human Resource Development initiatives in the Province.
  • Coordinate the implementation of the Performance Management System in the Province.
  • Implement internship/ Learnership programmes in the Province.
  • Coordinate and facilitate Orientation and Induction programmes.
  • Manage resources (Human, Finance, Equipment/ Assets) in the Division.

What the Work Involves

As a Senior Practitioner, you will be based at the Provincial Office in Parktown, Gauteng. Your daily work will focus on coordinating various Human Resource Development (HRD) initiatives and ensuring the effective implementation of the Performance Management System across the province.

A significant part of the role involves actively implementing internship and learnership programmes, contributing to skills development and employment opportunities. You will also coordinate and facilitate crucial orientation and induction programmes for new entrants. Beyond these core duties, you will manage human, financial, and equipment resources within your division.
