Opportunity Overview

The Department of Employment and Labour is seeking two dedicated Senior Practitioners for Employee Relations. These vital roles are based at the Provincial Office in the Western Cape and are offered on a three-year contract basis.

Successful candidates will be instrumental in upholding fair labour practices and resolving workplace disputes within the department. This is an opportunity to contribute significantly to a harmonious and compliant work environment for employees.

Minimum Requirements

  • An undergraduate qualification at NQF level 6 in Human Resources Management, Public Management, or Employee Relations, as recognised by SAQA.
  • Two (2) years of functional experience specifically within an Employment Relations Management environment.
  • A valid driver’s license will be considered an added advantage.
  • Required Knowledge:
  • Public Service Commission’s rules for dealing with complaints and grievances.
  • Public Service Coordinating Bargaining Council’s Resolutions.
  • Interpretation of case law and trends in Labour Law.
  • Public Finance Management Act (PFMA).
  • Public Service Act (PSA).
  • Labour Relations Act (LRA).
  • Employment Equity Act (EEA).
  • PSCBC and CCMA procedure.

Key Responsibilities

  • Conduct and analyse all grievances and complaints received from employees within the province.
  • Draft charges and finalise all misconduct cases in the department.
  • Represent the department in all disputes referred to the General Public Service Sectoral Bargaining Council (GPSSBC) and the Commission for Conciliation, Mediation and Arbitration (CCMA).

What the Work Involves

This role involves the hands-on management of employee relations issues, from the initial analysis of complaints to comprehensive dispute resolution. Day-to-day, the practitioner will meticulously review grievances, draft official charges for misconduct cases, and prepare to represent the Department in formal settings such as the GPSSBC or CCMA. The work is based within the Provincial Office in the Western Cape, demanding a thorough and precise approach to labour law and adherence to departmental procedures.
