Opportunity Overview

The Eastern Cape Development Corporation (ECDC) invites applications for a Senior Manager – Leasehold position, offered on a Five (5) Year Fixed Term Contract at Grade 19 (Total Cost to Company).

This key role involves providing leadership and management for the ECDC’s entire leasehold portfolio. The successful candidate will ensure alignment with the organisation's property management and leasehold policies, strategic objectives, and financial sustainability goals.

The position requires directing and overseeing operational leasehold activities, revenue collection plans, leasehold processes, risk management, compliance, and governance arrangements to contribute to the Corporation's strategic mandate.

Minimum Requirements

  • Bachelor’s degree in Commerce, Property Management, Legal, or a relevant field.
  • A relevant postgraduate qualification (NQF Level 8 or above).
  • A minimum of 10 years of relevant experience in property management at a management or senior consultant level.
  • At least 5 years of this experience must be specifically in leasehold management or a similar role.
  • In-depth understanding of property management dynamics.
  • Advanced management and administration skills.
  • Experience working in a multi-cultural environment.

Key Responsibilities

  • Develop, execute, and monitor the ECDC’s property rentals and leasing strategy and framework.
  • Ensure the division operates in accordance with organisational strategic plans, legislation, and regulations related to property management.
  • Develop and manage performance service level agreements.
  • Identify potential markets and opportunities for property leasing and perform feasibility studies.
  • Draft and compile property leasing policies for executive management submission.
  • Develop and implement Property Leasing Management standards and roll-out plans.
  • Direct and oversee operational leasehold and revenue collection plans, processes, practices, and systems.
  • Undertake property viewings with potential tenants and structure/negotiate property leasing rates.
  • Structure and negotiate complex transactions and finalise lease contracts.
  • Oversee the management of transactional processes and develop a rental collection framework.
  • Prepare and manage the annual capital and operating budget for the section.
  • Ensure property-specific compliance requirements are completed, including those from ground lessors, third-party lenders, bondholders, and other investors.
