Dr J.S Moroka Local Municipality invites applications from experienced, qualified, innovative, committed, and energetic individuals for the position of Chief Financial Officer. This is a permanent employment opportunity, seeking a dedicated professional to play a critical role in the municipality's financial management.

The successful candidate will be stationed at the Dr J.S Moroka Local Municipality Headquarters in Siyabuswa, Mpumalanga Province, contributing significantly to the financial health and governance of the local municipality.

Minimum Requirements

  • Post Graduate Degree in Accounting, Financial Management, or Economics, registered on the National Qualifications Framework at NQF level 8 with a minimum of 120 credits, OR hold a Chartered Accountant (SA) designation.
  • Minimum competency as per the National Treasury: Local Government, MFMA: Minimum Regulation on Competency Level, Gazette No 29967, issued 15 June 2007.
  • A minimum of 7 years of experience at senior and middle management levels, with at least 2 years at senior management level.
  • Practical experience in the compilation of Annual Financial Statements (AFS).
  • A valid driver’s licence.
  • No criminal record.
  • Registration with a recognised, relevant, and finance-related professional body.
  • Good knowledge and understanding of relevant financial management policies and legislation.
  • Good understanding of municipal governance and performance management systems.
  • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No 5 of 2000).

Key Responsibilities

  • Contribute to strategic planning and budget alignment, reporting to the Executive and Management team.
  • Develop the Medium-Term Revenue and Expenditure Framework (MTREF) in line with MFMA requirements.
  • Develop and implement a budget spent management system to monitor the budget and prevent over- or under-expenditure.
  • Compile annual and mid-year financial statements (in line with GRAP) and submit them to the Auditor-General.
  • Ensure that all financial reconciliations are performed and that reports are submitted to relevant stakeholders.
  • Implement the MFMA implementation plan.
  • Ensure the effective functioning of Supply Chain Management.
  • Establish an updated Asset Register and corresponding asset management policy and procedures to enforce compliance with and implementation of GRAP.
  • Compile all relevant financial policies and procedures to ensure sound and sustainable financial management.

What the Work Involves

As Chief Financial Officer, you will be at the heart of the municipality's financial operations, overseeing strategic financial planning, budget development, and expenditure management. Your day-to-day work will involve ensuring strict compliance with financial policies and legislation, including the MFMA and GRAP, by developing and implementing robust systems and procedures.

You will be responsible for preparing critical financial reports, such as annual and mid-year statements, and ensuring all financial reconciliations are accurate before submission to the Auditor-General and other stakeholders. Your role will involve close collaboration with the Executive and Management team, providing crucial financial insights and strategic input from the Dr J.S Moroka Local Municipality Headquarters in Siyabuswa.
