Opportunity Overview

The Limpopo-Olifants Catchment Management Agency (LOCMA), an entity of the National Department of Water and Sanitation, is recruiting for an Assistant Director in Human Resource Management. This agency is a Public Water Resource Management body established under the National Water Act, 1998.

This vacancy offers an opportunity to contribute to the effective management of human resources within a vital public service agency. The successful candidate will be based in Polokwane and will play a key role in supporting LOCMA's operations.

Minimum Requirements

Candidates interested in this position must meet the following criteria:

• An NQF level 6 (National Diploma) or NQF level 7 (Bachelor’s Degree) in Human Resource Management or a related field.
• A minimum of 5 years’ experience in human resource management, including supervisory experience.
• Knowledge of policy development and implementation.
• Knowledge of HR transactions and related processes.
• Working knowledge of disciplinary processes in HR transactions.
• Understanding of Government legislation.
• Knowledge of Financial Management and the Public Finance Management Act (PFMA).
• Knowledge of techniques and procedures for the planning and execution of operations.
• Knowledge of Programme and Project Management.
• Knowledge of relationship management.
• Problem solving and analysis.
• People and Diversity Management.
• Client Orientation and Customer Focus.
• Good communication skills.
• Accountability and Ethical Conduct.
• Knowledge of analytical procedures and analytical skills.

Key Responsibilities

• Effectively managing the overall human resource function for LOCMA.
• Implementing HR policies and strategies, ensuring compliance across all employees.
• Addressing payroll and salary-related matters.
• Applying prescripts for staff transfers.
