Opportunity Overview
The Department of Communications and Digital Technologies is seeking a dedicated and experienced individual for a permanent Director position based in Pretoria, Hatfield. This is a vital role focused on managing and driving the provision of effective and efficient support services to the Director-General regarding parliamentary, Cabinet, and cluster-related matters.

Minimum Requirements
Candidates must meet the following criteria:
- An appropriate NQF Level 7 qualification / Degree in Public Administration, Political Science, Law, or Management, or a relevant equivalent qualification as recognised by the South African Qualifications Authority.
- A minimum of five (5) years’ experience at Middle / Senior Management level specifically within a Parliamentary and Cabinet environment.

Key Responsibilities
The Director will be responsible for a range of critical duties, including:
- Managing and driving all parliamentary processes for the department, including the preparation and submission of parliamentary questions (PQs), briefing notes, and responses to committee requests.
- Ensuring compliance with parliamentary rules and timelines for all submissions.
- Managing the flow of parliamentary questions (oral and written), ensuring quality control, accuracy, and adherence to deadlines.
- Tracking progress and maintaining the central PQ management system.
- Supporting and facilitating preparations for parliamentary meetings, debates, and committee sittings.
- Managing the coordination of cabinet memoranda/submissions, ensuring documents meet secretariat standards and are submitted within timelines.
- Preparing briefing packs for the Director-General ahead of cabinet/committee meetings.
- Tracking post-cabinet decisions and monitoring departmental implementation.
- Providing administrative support to the department and Ministry in relation to Cabinet/Cluster and Parliamentary work.
- Managing EXCO/MANCO related requests.
- Driving adherence to governance systems and processes and managing Directorate risks.
- Managing DGO staff based in the Parliamentary office in Cape Town.
- Managing the department’s participation in Parliamentary Portfolio and Select Committee meetings, including the preparation of presentations and briefing documents.
- Acting as a key point of contact with the Cabinet Secretariat, Parliamentary Committees, and the Ministry.

This leadership role involves intricate high-level coordination and strategic oversight within the government's operational framework. Day-to-day, the Director will be immersed in the meticulous process of managing parliamentary communications, which includes overseeing the drafting and submission of responses to parliamentary questions and preparing comprehensive briefing notes. A significant part of the work will involve coordinating Cabinet memoranda, ensuring all submissions meet stringent standards and deadlines, and providing essential briefing packs for the Director-General before crucial Cabinet meetings.
The role also involves proactive tracking of Cabinet decisions and monitoring their implementation across the department. You will serve as a central administrative support point for the Ministry and department regarding parliamentary and Cabinet affairs, ensuring seamless integration of content. The working environment is primarily office-based in Pretoria, Hatfield, requiring continuous liaison with various governmental bodies, including the Cabinet Secretariat and parliamentary committees, and managing a team in a separate parliamentary office.
